Prakhar Pratyush a848c744c3 settings: Configure 'enable_followed_topic_desktop_notifications'.
This commit makes it possible for users to control the
visual desktop notifications for messages sent to followed topics
via a global notification setting.

There is no support for configuring this setting through the UI yet.

This commit makes it possible for users to control
the email notifications for messages sent to followed topics
via a global notification setting.
Although there is no support for configuring this setting
through the UI yet.

Add five new fields to the UserBaseSettings class for
the "followed topic notifications" feature, similar to
stream notifications. But this commit consists only of
the implementation of email notifications.

Hardik Dharmani 8204958730 bot_profile_card: Convert tooltips to Tippy.
Removed the HTML title tooltip from Reactivate bot button as it was
not adding any new infromation to the button.

Converted all other tooltips in bot profile card to Tippy tooltips.

Fixes #25977.

Zixuan James Li 693b3679e3 muted users: Add support to muting bots.
We intentionally disallow muting bots previously upon
a pending design decision in #16915.
This lifts that constraint.

Alya Abbott 0adcc2a1df github: Configure templates for filing issues.
This PR creates templates for filing issues. The templates are
intentionally quite light-weight. Note that I'm specifically not using
forms for creating issues, as the UI for filling out such a form does
not include GitHub's helpful formatting buttons and preview mode.

not include GitHub's helpful formatting buttons and preview mode.

A major goal is to guide users towards starting a CZO conversation
when that's more appropriate than filing a GitHub issue.

Note that the config makes it possible to create a blank issue, which
should be handy for:

* Issues filed by maintainers
* Issues for tracking follow-ups from merged PRs
* Probably some other situations

Because the blank issue option is easy to miss, it should probably be
documented somewhere, but I'm not sure where. We can perhaps start
with a note on CZO.

Alex Vandiver 76d7a5a53a dev_settings: Remove `THUMBNAIL_IMAGES` from test_extra_settings.
THUMBNAIL_IMAGES was previously set to true as there were tests on a new
thumbnail functionality. The feature was never stable enough to remain in
the codebase and the setting was left enabled. This setting also doesn't
reflect how the production deployments are and it has been decided that we
should drop setting from test_extra_settings altogether.

Alex Vandiver bd217ad31b puppet: Read resolver from /etc/resolv.conf.
04cf68b45e make nginx responsible for downloading (and caching)
files from S3.  As noted in that commit, nginx implements its own
non-blocking DNS resolver, since the base syscall is blocking, so
requires an explicit nameserver configuration.  That commit used
127.0.0.53, which is provided by systemd-resolved, as the resolver.

However, that service may not always be enabled and running, and may
in fact not even be installed (e.g. on Docker).  Switch to parsing
`/etc/resolv.conf` and using the first-provided nameserver.  In many
deployments, this will still be `127.0.0.53`, but for others it will
provide a working DNS server which is external to the host.

In the event that a server is misconfigured and has no resolvers in
`/etc/resolv.conf`, it will error out:

Alex Vandiver 0dbe111ab3 test_helpers: Switch add/remove_ratelimit to a contextmanager.
Failing to remove all of the rules which were added causes action at a
distance with other tests.  The two methods were also only used by
test code, making their existence in zerver.lib.rate_limiter clearly
misplaced.

This fixes one instance of a mis-balanced add/remove, which caused
tests to start failing if run non-parallel and one more anonymous
request was added within a rate-limit-enabled block.

The user group depedency graph should always be a DAG.
This commit adds code to make sure we keep the graph DAG
while adding subgroups to a user group.

Zixuan James Li 4a18552ff8 docs: Document and advocate systemd for WSL 2.
systemd makes it a lot convenient to run services required for Zulip's
development environment on WSL 2. Once enabled, `tools/start_service`
becomes unnecessary.

Joelute ccdbdb35b2 unread_banner: Refactor HTML to use main view banner stylings.
Previously, the HTML structure of unread banners continued to utilize the
old stylings. We are currently in the process of simplifing both the
compose banner and unread banner stylings into one. These change will
update the HTML structure to be the same as the compose banner and use
the new stylings.

UBC Student 1cbff7094b docs: Add copy code button to portico docs.
Added a copy-to-clipboard button to the code blocks in the API and
Help Center docs. Previously, copying code from the docs required
manual copying, which was cumbersome.

Used the same copy-to-clipboard svg icon as the one used in
web/src but manually created the button within the js function instead
of using a template. Updated the pre CSS element to have relative
positioning and gave the copy-codeblock element absolute positioning
to ensure the button stayed in the top-right corner.

Fixes #25726.

Karl Stolley cc4baf5e2e popovers: Reorganize Tippy onShow logic for stream popover.
These changes appear to correct the keyboard-navigation repro
from #25907, and it makes it possible for users without the
permission to create streams to exit the streams modal by
hitting Esc.

This reorganizes logic within the Tippy `onShow` method to
ensure that nothing is set or called for those users without
stream-creation privileges.

These changes probably require broader testing to determine
whether the fix addresses only that specific reproducer, or
the broader problems #25907 addresses with malfunctioning
j, k, Esc, and Return keys (when Ctrl + Return to send is
enabled).

Fixes a part of #25907.
