We make the following changes:
* Do not show the typeahead menu when there are no matching topics.
* When the typeahead is not shown, pressing Tab in the topic field
should move the cursor to the compose box.
* When the typeahead is shown, pressing Tab should select the
currently focused option (as it does now), but put the cursor at
the end of the topic, rather than at the beginning.
This commit adds a realm-level setting named
'zulip_update_announcements_stream' that configures the
stream to which zulip updates should be posted.
Fixes part of #28604.

There were two typeahead displayed while we were testing
create_private_message_draft. One was topic typeahead from previous
create_stream_message_draft test and the other was cordelia
DM typeahead. So, when clicking on the typeahead, we clicked
the topic typeahead when we really wanted to select the cordelia
typeahead. This resulted in drafts test failing.
This prep commit renames:
* 'stream_wildcard_mention_allowed_in_large_stream' to
'wildcard_mention_policy_authorizes_user' because the function
checks if the sender is allowed to use wildcard mentions based
on the 'wildcard_mention_policy' setting, and we plan to use that
for topic wildcard mentions too.
* 'stream_wildcard_mention_large_stream_threshold' to
'wildcard_mention_threshold' because this value is going to be
used as a threshold value for the max number of subscribers and
participant count allowed for stream and topic wildcard mention
respectively.
Earlier, a 'large @-mention notification' warning that pops up
for stream wildcard mentions was shown for topic wildcard mentions
too, which is incorrect.
This commit fixes the incorrect behavior. We no longer show the
banner for @-topic mentions.
We don't need a banner for @-topic mentions, as those are much less
likely to be used without thinking about it and would rarely be spammy
for a lot of people.

This switches to our preferred dash-separated classnames
instead of underscore-separated, and also updates the
classname to be differentiable from users that aren't
part of the current narrow.
Until the next commit that splits the buddy list, the
name is a bit inaccurate since it still contains all
the users.
This also introduces a combo grid/flex layout, which will also be
applied to the DM and Streams headings.
Because there are now multiple classes referenced from the
Puppeteer tests, those selectors now include the expanded
navigation area's parent ID selector.
Add a personal menu dropdown that opens on clicking user avatar icon
in navbar added in previous commit.
The args passed to render_personal_menu() in onShow() are returned by
get_personal_menu_content_context() in popover_menus_data.js so that
they can be unit tested.
Additionally, added CSS to get a custom arrow for dropdown menu.
Added a `?` hotkey in keyboard shortcuts option in personal_menu
dropdown in a style similar to our tooltip's hotkey by adding
? in a span with class .tooltip-hotkey-hint and adding some CSS.
Fixes part of #22802.
With the autocomplete dropdown, some users face trouble or uncertainty
while selecting topics. These changes adds a new indicator to the topic
typeahead dropdown while typing to the topic box. This ensures users
that they are on track and they are doing the right things. We also
suggest the current query even if it doesn't match a topic to continue
providing the new indicator.

This commit renames the classes and IDs in the views area
(formerly global filters) to a set of flexible values all
prefixed in some way with `left-sidebar-navigation`.
This is meant to make the styles and structures in the area
more readable, while also keeping things flexible into the
future as this area's elements change.

This test has been flaking for a couple months, and it hasn't felt
worth it for anyone to debug, so we should disable or delete it.
I chose deletion, since I don't think this settings panel is a
high-value place for end-to-end testing.
This commit migrates the "Manage Bot" modal to the user profile modal,
with the same explanation as in the "Manage User" modal commit.
However, in this commit, we changed the permission of the "Manage User"
tab so that non-admin users can also see the "Manage Bot" tab if they
have created the bot. Additionally, since we can't make changes to
system bots, we check if the bot is a system bot and hide the
"Manage Bot" tab accordingly.

Select the linkifier with `:nth-child` assuming the possibility of other
linkifiers in the realm. This prepares for a later change that requires
us to populate the test database with linkifiers.
