Now that we are starting to link this pages from the landing page's
top navigation, it makes sense to have proper backlinks to the
homepage so that there is some continuity when the user clicks on
a link that takes them to a ReadTheDocs page from the main website.
This new pages accomplishes several interrelated things:
* Documents that Zulip Cloud runs master and how that works.
* Documents policies on how long client apps are expected to support
old releases in our compatibility matrix.
* Removes the 3-years-stale roadmap article.
* Provides a central place to talk about different versions in Zulip.
* Provides a better place to link to from our "you need to upgrade" nag.
This content is not intended to be final, but should be finalized in
the next week or so.

GitHub Actions supports doing more than just CI,
and so in some contexts it's less obvious that we're
talking about just the CI if we refer to it instead of CircleCI.
This reimplements our Zoom video call integration to use an OAuth
application. In addition to providing a cleaner setup experience,
especially on zulipchat.com where the server administrators can have
done the app registration already, it also fixes the limitation of the
previous integration that it could only have one call active at a time
when set up with typical Zoom API keys.

* Moves "Management commands" to a top-level section.
* Moves "Scalability" as a subsection at the bottom of "Requirements".
* Moves "Monitoring" as a subsections at the bottom of "Troubleshooting".
* Replaces "API and your Zulip URL" with a link to REST API docs. This
documentation text has been irrelevant for some time.
* Removes maintain-secure-upgrade from the TOC but the file remains to
avoid breaking old links from release blog posts and emails.
Merges the "Upgrades" section from production/maintain-secure-upgrade.md
with production/modifying-zulip.md.
Contains significant textual changes by tabbott to read more clearly.
We have lots of documentation for Zulip developers; but previously
didn't have a nice top-level page for Zulip server administrators to
learn how to manage patches to Zulip.
- Added warning block to dev docs using _templates/layout.html
- Removed copy-pasted warning from install.md and requirements.md
- Removed unreleased tag in docs/conf.py that's no longer used

Now that we have `eval_rst` and can explicitly exclude pages from the
toctree completely, we no longer need to set `includehidden`, and we
can return to using upstream's template.
(Meanwhile, our feature request upstream was successful! See
rtfd/sphinx_rtd_theme#485, which upstream implemented just a week
after we requested it. So that would have been another option.)
This reverts commit 11b8b8f48 "docs: Add rtd layout template."
Sphinx was displaying "WARNING: document isn't included in any toctree"
for files we just don't want in the TOC. We can hide them from the index,
but the rtd theme defaults to display hidden index entries in the nav bar.
This commit excludes these files from such warnings, and patches layout.html
so that hidden index entries stay hidden from the navigation sidebar.
This commit also moves password-strength.md under docs/production and
adds it as a hidden entry in production/index.rst.
Fixes#7417.
The readthedocs theme overrides a few settings in their layout template.
We might want to change some settings back to their default values.
This commit copies the original readthedocs layout file from
https://github.com/rtfd/sphinx_rtd_theme/blob/master/sphinx_rtd_theme/layout.html
to _templates/layout.html, and excludes it from lint and template checks.
Addresses #7417.
