Aman Agrawal 153f983b01 settings: Allow tab switcher text to expand to show full text.
Instead of showing ellipsis if the content of the tab switcher is
more than the width, we now allow it to take more width to show
full text.

If we don't have enough space to show the full text to show on
small screen sizes, we use ellipsis for overflowing text.

Increased sidebar width by 5px to accomodate full tab switcher
at both 14px and 16px font sizes.

Shubham Padia 43eebbf9c6 scroll: Set tabIndex to -1 for simplebar content wrapper.
Fixes #30403.
Having tabIndex set to 0 led to keyboard focus being put on
a scrollbar container, which led to users having to tab twice
to skip a container.
This commit also removes instances of tabIndex being set to
-1 programatically for certain cases, since it is -1 by default now.
This commit also removes `outline: none` for simplebar since
that property is not needed anymore because the wrapper is
not focusable anymore.

Shubham Padia 8ab6e71593 settings: Unite user settings into a single panel.
Previously, there were three different sections for managing active
users, deactivated users and invitations.
This commit combines users section has into a single tabbed panel.

Fixes: #26949.

Shubham Padia e4c89771fd settings: Rename `user-list-admin` to `users`.
Renaming the url for better readability on the user's side.
We've also added a redirect for this, which will change the `section`
from `user-list-admin` to `users` whenever required.

Lauryn Menard d7f9f8333e web-stream-settings: Update strings for stream rename channel.
Updates a chunk of translated strings that overlap between files,
with the streams settings overlay being the starting point for
finding these strings, to use channel instead of stream.

Part of stream to channel rename project.

Sahil Batra 3d181a8ee1 settings: Remove "User groups" panel from settings overlay.
The "User groups" panel is now removed from settings overlay
and we instead use new "#groups" UI.

This commit also makes some changes to tests to ensure coverage
for pill_typeahead.js which was previously done by
settings_user_group_legacy.test.js. We have still not got
complete coverage on user_pill.ts as we have removed
settings_user_group_legacy.test.js, but we just add the file
to EXEMPT_FILS list for now and will handle it in future.

Fixes #28012.

Sahil Batra 17e0b6621b settings: Update tooltip on lock icon shown for custom emoji panel.
This commit updates the tooltip for icon shown for custom emoji panel
to change the text to "You do not have permission to add custom emoji"
instead of just mentioning always that only admins can add them
even when we have other options like "Admins and moderators".

This also fixes the condition of showing or hiding the lock icon
to use the correct setting value and not the old setting
add_emoji_by_admins_only.

Zixuan James Li 2b2a3b41be settings: Remove lock icon when the user can add bots.
Being able to add bots at the admin bot settings page, the lock icon is
unintuitive.

Prakhar Pratyush c526543498 settings: Update the 'Muted topics' setting.
This commit updates the existing 'Muted topics'
settings UI to add support for other visibility
policies.

Changes:
Settings sidebar:
1. Rename 'Muted topics' to 'Topics'.
2. Change icon.
Main panel:
3. Rename 'Muted topics' header to 'Topic settings'.
Topics table:
4. Rename 'Date muted' to 'Date updated'.
5. Update the search bar placeholder text to 'Filter topics'.
6. Drop the 'Actions' column.
7. Add a status column with a dropdown set of options.
(Muted, Unmuted, Default for stream)

Fixes #25081.

sayamsamal 9f6f77f6bc icons: Change bot icon from GitHub logo to Google material icon.
We currently use the GitHub logo to show the bots settings in both
personal and organization settings. This icon is not a correct
representation since we use have support for several different bots
including but not limited to a GitHub integration bot.

This commit replaces the GitHub logo with Smart Toy material icon
from Google, while also adding the required licencing details at
docs/THIRDPARTY.

Anders Kaseorg c1675913a2 web: Move web app to ‘web’ directory.
Ever since we started bundling the app with webpack, there’s been less
and less overlap between our ‘static’ directory (files belonging to
the frontend app) and Django’s interpretation of the ‘static’
directory (files served directly to the web).

Split the app out to its own ‘web’ directory outside of ‘static’, and
remove all the custom collectstatic --ignore rules.  This makes it
much clearer what’s actually being served to the web, and what’s being
bundled by webpack.  It also shrinks the release tarball by 3%.
