Sahil Batra 998d710275 frontend: Add new user_settings module for user's settings.
We add a new user_settings module similar to page_params
module in frontend and use it to access user's personal
settings instead of page_params.

Abhijeet Prasad Bodas d0b3801596 ui_init: Fix "Error: Unknown user_id in get_by_user_id: 0".
For spectators (logged view), we send user_id=0 via page_params.

The people module does not know about this user ID, and so throws the
exception. Earlier `people.get_by_user_id` was not called on page load,
but only when determining settings permissions with `settings_data.user_has_permission`.

But 231c536cad made it so that that function
is always called, so we need to handle the spectator case explicitly.

sahil839 a3f7639af3 settings: Extract code for checking night-mode setting.
We extract the code for checking night mode setting on
the basis of color_scheme value and using matchMedia when
color_scheme is set to automatic. This is currently used
in rendering the correct logo only.

This is a prep commit for fixing loading indicator not
visible on message-edit button in night-mode.

sahil839 cfadb8297c tests: Extract can_edit_topic_of_any_message node test in a function.
This commit extracts the logic in can_edit_topic_of_any_message test
in a separate function test_message_policy. This change will help in
avoiding duplication while adding test for can_delete_own_message.

sahil839 c7d4640af5 setting: Add dropdown for managing who can move messages between streams.
This commit adds the dropdown in 'Stream settings' section of organization
permissions page to control who can move messages between streams and
also hides the stream-edit UI in message-edit form accordingly.

Fixes #14499.

sahil839 6f4af26585 node_tests: Extract main logic of testing policies in a common function.
This commit extracts the logic for testing user_can_invite_others_to_realm
user_can_create_streams, and user_can_subscribe_other_users to a single
function test_policy and this function test_policy is called passing
different policies and validation functions as arguments.

This helps in removing a lot of duplicated code.

sahil839 5332abcf6a settings: Add moderators option in frontend for invite_to_realm_policy.
This commit adds 'admins and moderators' option in frontend for
invite_to_realm_policy.

The logic for moderator for checking whether user is allowed to invite
others or not was added in previous commit as we use common helper
user_has_permission for all policies.
But the test user_can_invite_others_to_relam is updated for including
moderator role in this commit.

sahil839 37b4d07934 settings_data: Add 'user_can_create_streams' helper.
This commit adds 'user_can_create_streams' helper which is
used to check whether user can create streams or not and
replaces all the instances of 'page_params.can_create_streams'.

This change helps us to remove the complex logic of updating
'page_params.can_create_streams' for 'realm_update' event in
'server_events_dispatch.js', as we will always get the updated
values from the added helper for checking whether the users can
create streams or not.

sahil839 0452d8e175 settings_data: Add 'user_can_subscribe_other_users' helper.
This commit adds 'user_can_subscribe_other_users' helper in
settings_data.js amd this helper will replaced all the
instances of page_params.can_subscribe_other_users.

We also remove the incorrect code in server_events_dispatch.js
where we were updating page_params.can_invite_to_stream which
is actually not used in other parts of code and instead of it
page_params.can_subscribe_other_users is used to check whether
user is allowed to subscribe others or not. This code was
added in 272ed9068.
Though this could have been done in a different commit, but as
we are adding the code to use the correct updated value in this
commit only, this has been fixed here.

There is also no need of adding that complex logic to update the
correct 'page_params.can_subscribe_other_users' field on
'realm_update' event, as we are using user_can_subscribe_other_users
helper and thus we always use the updated values to check whether
the user is allowed to subscribe others or not.

This change makes it possible to remove the complex logic of

The 'user_has_permission' helper will be used by functions added
for create_stream_policy and invite_to_stream_policy in further
commits and will help in avoiding code duplication.

Steve Howell ec46827ebd refactor: Move user_can_change_* to settings_data.
This simplifies our dependency graph and puts easily
testable functions into a module where we enforce
100% coverage.

All the code was moved verbatim.

Anders Kaseorg 6ec808b8df js: Add "use strict" directive to CommonJS files.
ES and TypeScript modules are strict by default and don’t need this
directive.  ESLint will remind us to add it to new CommonJS files and
remove it from ES and TypeScript modules.

jagansivam28 548107632c settings org: Use `image_upload_widget.hbs` for realm day/night logo.
Now we can use common HTML image upload widget template
`image_upload_widget.hbs` for realm day/night logo and
we should access those day/night logo elements using
e.g., "#realm-day/night-logo-upload-widget .realm-logo-elements".
since we use image_upload_widget.hbs for realm day/night logo upload
widget we need to extract CSS for realm day/night logo and
place them separately under `#realm-day-logo-upload-widget`
and `#realm-day-logo-upload-widget` css id.

Tim Abbott 9230213bde settings: Add EMAIL_ADDRESS_VISIBILITY_NOBODY.
This extends our email address visibility settings to deny access to
user email addresses even to organization administrators.

At the moment, they can of course change the setting (which leaves an
audit trail), but in the future only organization owners will be able
to change that setting.

While we're at this, we rewrite the settings_data.js test to cover all
the cases in a more consistent way.

Fixes #14111.

Steve Howell 979dcfe85b refactor: Extract settings_data.py.
This extracts a new module with three
functions, which we will test with 100%
line coverage:

    - show_email
    - email_for_user_settings
    - get_time_preferences

The first two break several dependencies
in the codebase on `settings_org.js`.  The
`get_time_preferences` breaks an annoying
dependency on `page_params` within people.

The module is pretty cohesive, in terms that
all three functions are just light wrappers
around `page_params` and/or `settings_config`.

Now all the modules that want to call show_email()
only have to require `settings_data`, instead of
having a dependency on the much heavier
`settings_org.js` module.

I also make some of the unit tests here be more
full-stack, where instead of stubbing show_email,
I basically just toggle `page_params.is_admin`.
