Add an `@` icon in unread topics where user is mentioned.
We track a new set of `stream_id:topic` pairs for the unread mentions
so that recent topics instantly knows if a topic is unread and mentioned
or not.
This increases consistency and saves a bit of code, but more
importantly, it makes it much easier to switch between these APIs
while refactoring tests.

We've had for years a subtle bug, where after editing a topic in the
left sidebar that had previously had unread messages (but doesn't
anymore), the old topic might still appear in the sidebar.
The bug was hard to notice except for new organizations or in the
development environment, because the pre-edit topic appeared with a
sort key of -Infinity (that being the max ID in an empty list of
message IDs). But this is an important onboarding bug in reducing
faith in Zulip's topic editing just working, so I'm glad to have it
fixed.

This breaks an indirect dependency of stream_data
on the channel module.
It's a verbatim code move, apart from the one-line
helper `has_history_for`. It's not totally clear
to me why the original code doesn't call into
`is_complete_for_stream_id` to early-exit, but
figuring that out is outside the scope of my
change.
It's possible that we will eventually just subsume
this tiny module into topic_list once we finish
breaking all dependencies, but we may want to
reuse this for something like Recent Topics
or other similar UIs.
It's also possible that we'll want to rename
stream_topic_history -> stream_topic_history_data
sometime soon, possibly after we clean up its
dependency on message_util soon.
This data structure has never been one that we actually render into
the DOM; instead, its role is to support clicking into view that
contain muted streams and topics quickly.
This downgrade makes that situation much more explicit, and is also
useful refactoring to help simpify the upcoming changes in #16746.

We now just use a module._load hook to inject
stubs into our code.
For conversion purposes I temporarily maintain
the API of rewiremock, apart from the enable/disable
pieces, but I will make a better wrapper in an
upcoming commit.
We can detect when rewiremock is called after
zrequire now, and I fix all the violations in
this commit, mostly by using override.
We can also detect when a mock is needlessly
created, and I fix all the violations in this
commit.
The one minor nuisance that this commit introduces
is that you can only stub out modules in the Zulip
source tree, which is now static/js. This should
not really be a problem--there are usually better
techniques to deal with third party depenencies.
In the prior commit I show a typical workaround,
which is to create a one-line wrapper in your
test code. It's often the case that you can simply
use override(), as well.
In passing I kill off `reset_modules`, and I
eliminated the second argument to zrequire,
which dates back to pre-es6 days.
We still need to write to these globals with set_global because the
code being tested reads from them, but the tests themselves should
never need to read from them.

After the latest message in a stream is deleted, we should update
the max_message_id in the stream.
Removed false comment in message_util.get_messages_in_topic
this method only takes 2ms for 10,000 messages loaded locally.
Fixes#15992.
If the last message of the topic was deleted, we update the stored
message_id in the topic history so that the topic order in topic_list
is updated correctly.
ES and TypeScript modules are strict by default and don’t need this
directive. ESLint will remind us to add it to new CommonJS files and
remove it from ES and TypeScript modules.

The reason for this change is that, this is where `Filter` and
actual tracking of what messages are contiguous lives. This
will be beneficial when we will to move to a model where we
cache `MessageListData` objects for a large number of views.
This adds a way to keep track of max_message_id of a
stream and fetch it using the method get_max_message_id().
This will be useful for sorting streams by most recent
activity which will be implemented in the upcoming commit.
Essentially rewritten by tabbott to have a coherent tracking system,
and provide documentation.
Part of #10794.
In ee0d4541b4, we renamed the topic_date
-> stream_topic_history, and in the process renamed some local object
properties from .name => .topic_name, and accidentally change the
type for the data from the server as well.
The test fixtures were incorrectly migrated in the same way, so we fix
that as well.
`stream_topic_history` is a more appropriate name as this
module will contain information about last message of a
stream in upcoming commits. Function and variable names
are changed accordingly like:
* topic_history() -> per_stream_history()
* get_recent_names() -> get_recent_topic_names()
* name -> topic_name
