This changes the markdown section and sidebar to be the correct
height on mobile along with correcting the broken footer to always
appear below the content.
Fixes: #5798.
This will simplify step 1 of prod-install instruction to reduce
suffering in testing/experimenting production environments.

Further tweaked by tabbott to rename the script and edit the messages.
Both the queue processor and ScheduledJob emails need to sometimes pass a
to_user_id and sometimes pass a to_email, and it's more convenient to just
have one function that they can call that can handle either.
Also removes the now redundant send_email_to_user.
Better to see "noreply@..." when replying to a message that you can't reply
to than to see "Zulip" (for email clients that hide the email address when
there is a display name).
This adds a link to the Zulip statistics UI, making it easy for users
to discover. We'd been waiting on doing this until the visual design
of that page was satisfactory, which it is now.

This is required for test fixtures which contain `stream_id`. Prior
to python 3.3 hashes were not randomized but after a security fix
hash randomization was enabled by default in python 3.3 which made
iteration of dictionaries and sets completely unpredictable.
Updates `get_success_stamp()` function to use the `emoji-datasource`
package's version while calculating success stamp so that an emoji
cache rebuild gets triggered automatically if the version is changed.
This new setting controls whether or not users are allowed to see the
edit history in a Zulip organization. It controls access through 2
key mechanisms:
* For long-ago edited messages, get_messages removes the edit history
content from messages it sends to clients.
* For newly edited messages, clients are responsible for checking the
setting and not saving the edit history data. Since the webapp was
the only client displaying it before this change, this just required
some changes in message_events.js.
Significantly modified by tabbott to fix some logic bugs and add a
test.
Specifically, this checks to make sure that if you
surround an operand with quotes, having spaces inside
is permitted. Also, an extra space after the operator is
also permitted.
I deleted a test case that involved a highlighted stream, but
the query was empty. This produces kind of a weird result with
typeahead_helper.highlight_with_escaping, but this function already
has coverage in node_tests/typeahead_helper.js, so the check here
was essentially redundant anyway. Specifically, the highlighter
wraps every character individually with <strong>, and looks really
messy in html.
Fixes#3496. This was just a simple regex addition to filter
to accept the format `operand:"foo bar"` as a token. Also,
it will now accept an additional space after the separating colon.
Apparently, this was missing on Xenial, and we just never noticed
because the package was installed by default on Ubuntu.
It doesn't exist yet in Trusty.
