Shekh Ataul d239f77966 refactor: Replace mkdir_p functions with Python 3 builtin.
This didn't exist in Python 2, but it does in Python 3, so we get to
reap the rewards of dropping Python 2 support.

Fixes #7082.

This directory contains scripts that:

  • Generally do not require access to Django or the database (those are "management commands"), and thus are suitable to run operationally.

  • Are useful for managing a production deployment of Zulip (many are also used in a Zulip development environment, though development-only scripts live in tools/).
