This endpoint will allow clients to create a playground entry containing the name, pygments language and url_prefix for the playground of their choice. Introduced the `do_*` function in-charge of creating the entry in the model. Handling the process of sending events which will be done in a follow up commit. Added the openAPI format data to zulip.yaml for POST /realm/playgrounds. Also added python and curl examples for using the endpoint in its markdown documented (add-playground.md). Tests added. |

Zulip overview
Zulip is a powerful, open source group chat application that combines the immediacy of real-time chat with the productivity benefits of threaded conversations. Zulip is used by open source projects, Fortune 500 companies, large standards bodies, and others who need a real-time chat system that allows users to easily process hundreds or thousands of messages a day. With over 700 contributors merging over 500 commits a month, Zulip is also the largest and fastest growing open source group chat project.
