Anders Kaseorg d17b577d0c js: Purge useless IIFEs.
With webpack, variables declared in each file are already file-local
(Global variables need to be explicitly exported), so these IIFEs are
no longer needed.

Anders Kaseorg 8472292906 pointer.js: Add setter for suppress_scroll_pointer_update.
After migration to an ES6 module, `suppress_scroll_pointer_update`
would no longer be mutable from outside the module.

Armaan Ahluwalia 6d255efe4c app: Prepare JS files for consumption by webpack.
This commit prepares the frontend code to be consumed by webpack.

It is a hack: In theory, modules should be declaring and importing the
modules they depend on and the globals they expose directly.

However, that requires significant per-module work, which we don't
really want to block moving our toolchain to webpack on.

So we expose the modules by setting window.varName = varName; as
needed in the js files.

Aman Ghebreweldi a781b89ec2 third: Use Underscore throttle function instead of jQuery.
Since we already have _.js and it has this feature, there's no need
for a separate library.

Tim Abbott 7ab8a8e820 js: Fix a bunch of indentation issues found by eslint.
This is preparation for enabling an eslint indentation configuration.
90% of these changes are just fixes for indentation errors that have
snuck into the codebase over the years; the others are more
significant reformatting to make eslint happy (that are not otherwise
actually improvements).

The one area that we do not attempt to work on here is the
"switch/case" indentation.

Steve Howell 084ef0bea9 Fetch new messages when you scroll forward in narrows.
Note from tabbott: This is a somewhat surprising feature to be adding
this late in Zulip's development, but the model we've had of what
narrows are easy to access via clicking around has meant that it was
fairly difficult to get into a narrow that didn't include the very
latest messages in that narrow.

Fixes #3465.

Steve Howell 1e446fcb1a refactor: Call message_scroll.hide_indicators() directly.
We are going to remove message_fetch.reset_for_narrow() soon,
but its callers probably still want to hide any scrolling
indicators, and we just let them do that directly.

Steve Howell 571773564f minor: Use message_viewport.at_top() in scroll_finished.
This effectively changes a condition from `=== 0` to `<= 0`,
but that probably doesn't matter (and would only help).  More
importantly, it just makes the code more consistent.

Steve Howell 8063f73f6d Extract message_scroll.js.
This mostly moves code from ui.js.

We change the arguments to `message_fetch.load_more_messages()`
to be `opts` with callbacks for `show_loading` and `hide_loading`.

We also defer starting the scroll handler until `message_fetch.js`
has been initialized.
