We show "0 members" text when a group has no direct members but
has subgroups which are all empty.
The behavior for when a group has neither direct members nor
subgroups is same where we show "This group has no members".
Previously, all members of the group, including members of
recursive groups, were shown in the the popover. Now only
direct members are shown along with the direct subgroups
of the group.

This commit increases the contrast for "This user has been deactivated"
text in user popover and "This group has been deactivated" text in
group popover in both light and dark mode by making the opacity 1 as
this is important information and should be clearly visible.
The text color and opacity matches with the role text shown in user
popover.
Previously no message was being shown in the group popover,
when group had no members, this commit intends to fix this
by displaying an approriate message when group is empty.

As part of the popover menu redesign, this commit redesigns the user
group info popover using the new "popover-menu" tippy theme and improves
accessibility by using appropriate ARIA attributes.

Having tabIndex set to 0 led to keyboard focus being put on
a scrollbar container, which led to users having to tab twice
to skip a container.
This commit also removes instances of tabIndex being set to
-1 programatically for certain cases, since it is -1 by default now.
This commit also removes `outline: none` for simplebar since
that property is not needed anymore because the wrapper is
not focusable anymore.
This commit updates the user group popovers to change the icon
and text of ".manage-group" option to match what we have in
gear menu and also change the heading and ".manage-group"
option to be left-aligned.
We now add a "Group settings" option in the gear menu to open
the new "#groups" UI and the "Manage group" option in user
group popover also opens the new UI.
