We’re currently generating the icon font in five formats: Embedded
OpenType, WOFF, WOFF2, TrueType, and SVG. But they’re misordered by
webfonts-loader such that modern browsers always select the WOFF
version. WOFF2 is supported by all modern browsers, so just use that
exclusively.

The default appearance in modern Firefox is totally fine, and our
override was incorrectly changing the dropdown triangle to black for
the dark theme.

This commit adds the new users icon and uses it in the
recipient dropdown, both in the selection options and
the selected option displayed on the button.
This adds a new search icon which we prefer over the one made
available from bootstrap, and replaces search icons in navbar
search with the Ionic icon.
Ever since we started bundling the app with webpack, there’s been less
and less overlap between our ‘static’ directory (files belonging to
the frontend app) and Django’s interpretation of the ‘static’
directory (files served directly to the web).
Split the app out to its own ‘web’ directory outside of ‘static’, and
remove all the custom collectstatic --ignore rules. This makes it
much clearer what’s actually being served to the web, and what’s being
bundled by webpack. It also shrinks the release tarball by 3%.
