Shows a stream info popover whenever a channel pill is clicked (such
as in the pill widgets for adding subscribers to a channel or
invitations). The stream info popover contains channel icon and name,
channel description and a link to channel settings.
Fixes#30567.
This commit displays the bot owner card as an overlay in the middle of
the screen, like we do for mobile screen sizes where the reference
elements are hidden.
This also hides the bot user card when it's bot owner card is opened.
When the user card is displayed via right sidebar, the reference
can be lost due to it being updated or hidden on window resize.
To fix it, we show user card as an overlay when we cannot find
the reference.
Another solution would have been to relocate the reference and
update it for the popover but that is not naturally supported by
tippy once the popover has been displayed.
This commit removes the popover from the "+" button shown in the closed
compose UI at mobile widths, and instead performs compose actions
directly on-click. The "+" button now opens the compose box with the
channel picker open (even if the user is in a topic or channel view).
This reduces the number of clicks required to start a new message from
the closed compose UI in mobile views, and makes the behavior more
consistent across all the views.

As a follow-up to the previous commits redesigning the left sidebar
popovers using the new `popover-menu` theme, this moves the `theme`
prop from all the individual left sidebar popovers to the shared
`left_sidebar_tippy_options` object.
When a topic is muted, it is removed from the view in some cases.
This can lead to the popover being force closed since the popover is
anchored to the reference element.
We add a delay to all the methods that contribute to hiding the topic,
on mute, to allow the relevant animations to be completed before the
topic is hidden from view and the popover is closed.
Names like “delegate”, “Instance”, “Placement”, “Props”, and
“ReferenceElement” are much too generic to make sense as named
imports.
The downside is that we now need to write tippy.default(…) instead of
tippy(…) (because ES module namespace objects cannot be callable), but
that cost is worthwhile.

When user is trying to open a modal after clicking on a button
in a popover, we call popovers.hide_all() before opening the modal
which hides the popover but since the event handler call isn't
finished running yet, we call instance.hide() again resulting in
tippy throwing errors that this could be a memory leak.
We introduce a wrapper function for `instance.hide` which if
the popover/tooltip is visible before hiding it to fix it.
Instead of only checking for visible `a` tags, we should also check
for visible elements with the `tabindex=0` attribute defined. This
allows us to support navigation for other components which we
explicitly set to be tabbable.
For example, gear menu was not closed after `Integrations` button
was clicked since we don't have an event handler which opens
`/integrations` in a new tab but we let the browser navigate user
to `/integrations` after clicking on `a href='/integrations'`.
There was no handler for hiding the popover after clicking on such
links, so this commit adds one.
