Updates operators used for narrow.activate and sent as narrow
parameters to the server to use channel and channels.

This could happen e.g. when quote-replying a message,
because we open the composebox before adding the quote
reply content. We need to make sure that we don't restore
a draft when opening the composebox, because otherwise
that draft will be replaced with the quote reply.
As part of the process of moving from stream names to ids, we now only
pass the stream id in compose args to `compose_actions.start()`.
For when we still need the stream name, and have access to the compose
args, we compute it from the id exactly where needed, to localise the
instances of stream names.
We now pass empty string as stream name instead of undefined when
passing the narrow operands to make sure we show an invalid narrow
instead of error. We do same thing for drafts.
We also need to add a check to make sure narrow_state.stream_sub
is defined before accessing stream_id field in the code to filter
scheduled messages for a narrow.
Earlier, we only passed in the stream name which isn't considered in
`compose_actions.start` when populating the recipient.
There was no visible bug since we first narrow to the correct stream and
then call `compose_actions.start`, but this was brittle since it would
not work if we open the compose box before narrowing.
We remove redundant code when editing a scheduled message in the compose
box, for resetting the compose box, as it anyway gets reset on calling
`compose_actions.start()`.
Besides ending `scheduled_messages_ui.js`'s dependency on `compose.js`
and `compose_ui.js`, this also fixes the bug where on editing a
scheduled message when there was content in the compose box, it would be
irretrievably lost. The old content is now drafted.
