puppet: Allow unattended upgrades of -updates in addition to -security.

This ensures that software will be fully up-to-date, not just with
security patches.

puppet: Allow unattended-upgrades for all but servers.

Restarting servers is what can cause service interruptions, and
increase risk. Add all of the servers that we use to the list of
ignored packages, and uncomment the default allowed-origins in order
to enable unattended upgrades.

zulip_ops: Disable unattended upgrades of security packages.
...
Since Zulip does not handle e.g. postgres server restarts gracefully,
it's best for a system administrator to manually trigger security
updates.
