Other than reformatting documentation for Open Collective, this
commit also moves it to the "Financial" category from "Communications".
This is because Open Collective is mainly a fundrising + legal status +
money management platform, as stated in https://opencollective.com/.
Part of #29592.
Sending to a topic based on the number of firing alerts makes no
sense, and leads to conversations and alerts scattered randomly across
topics based on how on fire the alerting is.
Send a separate message for each alert in the Grafana webhook payload,
with the alert's name as its topic; if no alert name can be found,
fall back to the alert's fingerprint. Also include all alert values
in the body of the message, along with links to the alert generator,
silence, and image, if available.

Creates an incoming webhook integration for Patreon. The main
use case is getting notifications when new patrons sign up.

Adds a META_CATEGORY dict for categories that are not best described
as groups of 'tools', so that in the subsequent commit the PAGE_TITLE
can be set accordingly.
Also, removes 'tools' from the 'Miscellaneous' category text and
spells out 'Human resources' instead of using 'HR'.

Removes `yo` instances from `zerver/lib/integrations.py`.
Removes `zerver/webhooks/yo`.
Removes `static/images/integrations/yo-app`.
We create "event-filter-instruction.md" and add it to
"create-bot-construct-url.md". This allows the user to keep track of the
supported event types for most of the integrations that implement this
feature. Note that not all integrations use "create-bot-construct-url.md".
We also need to rename "function" to "view_function" to make this change
type-check.

The logo were only used in the integration documentation and belong in
static/images/integrations/giphy/; the in-app image is given its own
directory.
Fixes#22464.
In the test case `test_check_if_every_integration_has_logo_that_exists`,
`urlsplit(integration.logo_url).path` gets inferred as possibly bytes
because `integration.logo_url` might be `None`.

We might want to ensure that every integration has a `logo_url` with an
explicit assertion in `Integrations` (as noted in the comment).

The screenshot generating mechanism doesn't work for newrelic and
causes error because its configuration file doesn't exist. This
commit fixes the configuration and re-generate the screenshots.
