Aman Agrawal 38482c2e4e right_sidebar: Fix user list toggle button not spanning navbar height.
We don't need to reduce height of user list toggle button on
narrow widths. Reduced height is already applied to the user list
toggle button when the window height is below a threshold.

evykassirer ad35d2a487 buddy_list: Use hide classname instead of user-with-count.
There seem to be two different ways of making the unread
marker visible:

(1) `user-with-count` classname on the `user_sidebar_entry`
element, which is added on render and not modified after
render at all.

(2) `hide` classname, which is toggled on the `unread_count`
element in `update_unread_count_in_dom`.

This creates a bug where sometimes the buddy list doesn't
update when messages are marked unread. This actually
doesn't always happen, since if there was an unread marker
that was there on the original render (and then removed
and put back) it will display again.

This commit keeps the `hide` class and removes the
`user-with-count` strategy.

evykassirer 1f8db236f5 buddy list: Rename user_presences to buddy-list-users-matching-view.
This switches to our preferred dash-separated classnames
instead of underscore-separated, and also updates the
classname to be differentiable from users that aren't
part of the current narrow.

Until the next commit that splits the buddy list, the
name is a bit inaccurate since it still contains all
the users.

Aman Agrawal 4db331ed21 empty_list_widget: Use class instead of id.
We were using id before to increase their specificity, but
since it is possible for multiple empty_list_widget_for_list/table
to be in DOM at the same time, we should use a class here. Used
`!important` here so that we can force our padding where these
classes are used.

Hardik Dharmani 5fd8b95454 navbar: Add user avatar icon for personal_menu dropdown.
This commit adds user avatar icon in navbar. This new avatar icon
will be used as dropdown toggle button. Made `.column-right` a flex,
every element in right-side navbar is in this div now rather than all
elements positioned absolutely with hardcoded values like before.
Fixed some CSS as per new flex layout if `.column-right`.

Fixes part of #22802

Hemant Umre b387ca49ab right_sidebar: Add functionality to render empty user list message.

Karl Stolley be4d4085f2 emoji: Display status emoji as flexbox in settings.
This does not adjust any of the padding from a float-based era.
It's entirely possible that the status-preview area especially
deserves some further tuning.

Sahil Batra b95d23bb07 bootstrap: Remove bootstrap CSS for input-append class.
We use input-append class only for some search elements
in the app and the CSS rules applied by bootstrap which
are really used are "white-space" and "margin-bottom"
for a couple of ".input-append" elements and "margin-left"
property on clear button which is re-added to the CSS for
specific elements in this commit.

Others are either redundant or overridden by the other CSS
for the specific elements.

The border-radius property for the clear button was applied
but since we use "x" for it, there is no border for that
button and hence it is redundant.

Anders Kaseorg d274583d8f styles: Use modern color notation.
postcss-preset-env transpiles this back as necessary.  (It does a
better job than we did, in fact: we had several four-argument hsl()
calls that should have been hsla().)

Anders Kaseorg 5cdf38b1f7 styles: Use standard CSS nesting syntax.
CSS nesting is being standardized with the syntactic restriction that
the nested selector cannot start with an identifier.  This was
necessary to allow the syntax to be parsed without lookahead.

The postcss-nesting plugin used by postcss-preset-env enforces this
restriction.

Anders Kaseorg c1675913a2 web: Move web app to ‘web’ directory.
Ever since we started bundling the app with webpack, there’s been less
and less overlap between our ‘static’ directory (files belonging to
the frontend app) and Django’s interpretation of the ‘static’
directory (files served directly to the web).

Split the app out to its own ‘web’ directory outside of ‘static’, and
remove all the custom collectstatic --ignore rules.  This makes it
much clearer what’s actually being served to the web, and what’s being
bundled by webpack.  It also shrinks the release tarball by 3%.
