As a prep-commit for updating the billing / corporate pages for
demo organizations, initialize tippy.js with a default setting
for portico pages to use in general.
This reverts commit a00f5dd90e (#17801).
That commit introduced a regression in the portico pages as described
in commit 85b3157b47. Since that fix
introduced a regression of its own, we need to revert both commits for
now.

css-loader@4 broke @import statements referencing files with
extensions other than .css, unless those @import statements are
compiled away by another loader. Upstream is more interested in
arguing that such @import statements are semantically incorrect than
applying the one line fix.

The file populates `windows.i18n`, so now
the file name matches our convention.
Note that the module really just initializes
`i18next` and then does this:
window.i18n = i18next;
It doesn't really add any functionality to
third party library.
