Steve Howell a06d455228 settings: Extract sort helpers for various lists.
Giving these functions a name and moving them to
the top-level scope has a couple tactical advantages:

    - names show in tracebacks
    - code is less indented
    - setup code is less cluttered
    - will be easier to add unit tests
    - will make some upcoming diffs nicer

These are technically more `compare_foo` than `sort_foo`,
but we already had a naming convention that was sort of
in place.

Anders Kaseorg 719546641f js: Convert a.indexOf(…) !== -1 to a.includes(…).
Babel polyfills this for us for Internet Explorer.

Steve Howell 110c15737f Rename filter.callback to filter.predicate.
The filter "callback" was only a "callback" in the
most general sense of the word.

It's just a filter predicate that returns a bool.

This is to prepare for another filtering option,
where the caller can filter the whole list
themselves.  I haven't figured out what I will name
the new option yet, but I know I want to make the
two options have specific names.

Anders Kaseorg 28f3dfa284 js: Automatically convert var to let and const in most files.
This commit was originally automatically generated using `tools/lint
--only=eslint --fix`.  It was then modified by tabbott to contain only
changes to a set of files that are unlikely to result in significant
merge conflicts with any open pull request, excluding about 20 files.
His plan is to merge the remaining changes with more precise care,
potentially involving merging parts of conflicting pull requests
before running the `eslint --fix` operation.

Anders Kaseorg d17b577d0c js: Purge useless IIFEs.
With webpack, variables declared in each file are already file-local
(Global variables need to be explicitly exported), so these IIFEs are
no longer needed.

Tim Abbott 96726c00ce export: Fix broken URLs in UI with S3 backend.
Apparently, the Zulip notifications (and resulting emails) were
correct, but the download links inside the Zulip UI were incorrectly
not including S3 prefix on the URL, making them not work.

While we're at this, we rewrite the somewhat convoluted previous
system for formatting the data export output.

Wyatt Hoodes e64b5a2b88 data export: Fix success banner not clearing.
There was a bug where the success banner stuck
around even after the export completed.  We now
nicely fade and remove the banner upon a successful
population of the export in the table.

Wyatt Hoodes 2a020fa6cc data export: Fix sort feature regression.
02cfb47 removed a couple HTML tags that were
being used to sort the table.  We fix this,
but disable filtering exports by marking the
input type as `hidden`.  We use this approach as
it seems `list_render` doesn't like an
undefined `opts.filter.element`, which is
what happens if we simply remove the `filter`
key.

Wyatt Hoodes f623540409 data export: Add UI to trigger data export.
This commit serves as the frontend piece for the "public export"
webapp feature.
