Make timestamps on zephyrs timezone-aware.

This will avoid Daylight Saving Time issues and resolves a Django
warning about using naive datetime objects ("RuntimeWarning:
DateTimeField received a naive datetime").
This adds a dependency on python-tz.

Add a management command to populate the database.

It will drop the relevant account and zephyr tables and populate them
with canned data. Run the command with:
python manage.py populate_db
