Anders Kaseorg c734bbd95d python: Modernize legacy Python 2 syntax with pyupgrade. 
Generated by `pyupgrade --py3-plus --keep-percent-format` on all our
Python code except `zthumbor` and `zulip-ec2-configure-interfaces`,
followed by manual indentation fixes.

vinitS101 04f3fce761 ldap: Fix LDAP avatar synchronization to check if avatar has changed. 
When "manage.py sync_ldap_user_data" is run, user avatars are now only
updated if they have changed in LDAP.

Fixes #12381.
