The absence of __init__.py was preventing mypy from following any of
the zerver.openapi imports. These errors were being silenced by
ignore_missing_imports.

This PR adds a basic .md template that is followed by lot of /api
pages. Since we have recently done the migration work to ensure that
our REST API documentation pages for individual endpoints are almost
all identical files following a common pattern, we can now get the
payoff of deleting them all in favor of a shared template.
This removes 2000 lines of somewhat finicky configuration from the
codebase, and thus should save significant effort when documenting new
API endpoints in the future.
The markdown files for endpoints or other pages which deviate from the
standard template remain, and the docs are instead generated from
those files using the existing system.
The returned values of get_path function would be
expanded soon, and defining a dataclass would make
the code cleaner for returning and using the fields.
The Hubot project looks to be abandoned; it hasn’t been updated in
years and its own installation instructions don’t work anymore.
Remove our special placement of Hubot alongside Zapier and IFTTT.

The current logic to get API pages' title using
OperationID should be used when the first line
of the file explicitly mentions so.
In cases where the files didn't begin with `#` but also
didn't need to get title from OpenAPI summary,
this logic fails and causes Server error.
This particularly happens when the article is invalid,
and the `missing.md` file doesn't need title to be
generated, but doesn't start with `#` either.
This commit fixes the logic of using the generated title and covers the bug.
The current logic of geneerating HTML titles requires the title to be
present as a heading in the first line of .md file. However, this will
shortly be no longer true for /api pages where these are
auto-generated from OpenAPI data. Modified the code to fetch the
title from OpenAPI data in case of such pages.
Three reasons:
1. The sliding was disorienting.
2. The collapsing disallowed searching for other pages with Ctrl+F.
3. The collapsing mechanism wasn't accessible (not usable with the
keyboard / no ARIA tags).
Tweaked by tabbott to center the left sidebar on the selected page.
Part of #15948.
Fixes#2665.
Regenerated by tabbott with `lint --fix` after a rebase and change in
parameters.
Note from tabbott: In a few cases, this converts technical debt in the
form of unsorted imports into different technical debt in the form of
our largest files having very long, ugly import sequences at the
start. I expect this change will increase pressure for us to split
those files, which isn't a bad thing.

Saying `foo.lstrip('# ')` does more than just remove
a '# ' prefix. It removes any combination of '#' and
spaces.
We now make the intention slightly more clear.
We would strip these as you'd expect:
# foo
## foo
### foo
but for this we now only strip the first "#":
# # # # # foo
Then, find and fix a predictable number of previous misuses.
With a small change by tabbott to preserve backwards compatibility for
sending `yes` for the `forged` field.

The current code looks like it's trying to redirect /integrations/doc/email
to /integrations when EMAIL_GATEWAY_PATTERN is not set.
I think it doesn't currently do this. The test for that pathway has a bug:
self.get_doc('integrations/doc-html/email', subdomain='zulip') needs a
leading slash, and putting the slash back in results in the test failing.
This redirection is not really desired behavior -- better is to
unconditionally show that the email integration exists, and just point the
user to https://zulip.readthedocs.io/en/latest/production/email-gateway.html
(this is done in a child commit).
This reverts commit f476ec7fac (#10312)
and replaces it with a proper fix using Jinja2 raw blocks.
