"Alert Words" is one of Zulip's oldest settings UI elements, and as a
result is buggy. This commit converts it to use our standard
progressive-table-wrapper system used for settings tables, which has
the side effect of fixing a bug that mad ethe tables look pretty bad
if one adds a very long word.
Fixes#17172.
ES and TypeScript modules are strict by default and don’t need this
directive. ESLint will remind us to add it to new CommonJS files and
remove it from ES and TypeScript modules.

Now, the system uses word='' and an editing=True for rendering an
form for addition of alert words. This is a very vulnerable
way to implement said feature and this commit fixes that.
The addition form has been moved to alert_word_settings.hbs
thereby rendering it only once but always. Now, we do not have
to manually add an empty word and editing for the form to be
rendered.
As part of refactoring, the editing parameter has also been
removed as there is no purpose left.
The form for entering alert words has been moved above the list
of words.
The list of words will be presented alphabetically rather than
time of addition.
We add these two functions to the API,
so that we no longer have `alert_words_ui`
using private data from `alert_word`:
alert_words.has_alert_word()
alert_words.get_word_list()
And to initialize the data, we have a proper
`initialize` method that is passed in only
the parameters that it needs from `ui_init`.
(We also move the step of deleting `alert_words`
from `page_params` to the `ui_init` module.)
Because it's a bit less cumbersome to initialize
`alert_words`, we now just it directly in the
node tests for `alert_words_ui`.
This commit was originally automatically generated using `tools/lint
--only=eslint --fix`. It was then modified by tabbott to contain only
changes to a set of files that are unlikely to result in significant
merge conflicts with any open pull request, excluding about 20 files.
His plan is to merge the remaining changes with more precise care,
potentially involving merging parts of conflicting pull requests
before running the `eslint --fix` operation.

With webpack, variables declared in each file are already file-local
(Global variables need to be explicitly exported), so these IIFEs are
no longer needed.

This commit prepares the frontend code to be consumed by webpack.
It is a hack: In theory, modules should be declaring and importing the
modules they depend on and the globals they expose directly.
However, that requires significant per-module work, which we don't
really want to block moving our toolchain to webpack on.
So we expose the modules by setting window.varName = varName; as
needed in the js files.
This is preparation for enabling an eslint indentation configuration.
90% of these changes are just fixes for indentation errors that have
snuck into the codebase over the years; the others are more
significant reformatting to make eslint happy (that are not otherwise
actually improvements).
The one area that we do not attempt to work on here is the
"switch/case" indentation.
Add `remove_alert_word()` function which uses the correct data flow
while removing an alert word.
`alert_words_ui.js` was structured differently from most of the other
settings. It was not using the triggers from the server for running
the success/failure handlers.
We remove the `page_params.alert_words` since `alert_words.words`
is the sole source of alert words. Use of `page_params.alert_words`
could lead to bugs when alert words are updated since it is not updated.
This doesn't change the alerting UI logic, it just turns
alert_words_ui into a module and calls the setup code from settings.js
when the settings page is rendered.

This fixes a mild regression in 6bd2a0315ff56a20027074d65ccaa094bd35e63f,
which fixed a bigger bug. That change added the event parameter to
add_alert_word(); this change updates one of the callers to now
supply it.

The global in question was `event`, set to:

in Chrome. This does seem to be the correct event.
In Chrome, this global variable existed, so the code path didn't error
out. In Firefox, the global variable didn't exist, causing adding
alert words to fail.
