The comment has drifted away from where it should be placed within the
code and also talks about RealmCounts specifically, while we have other
object types that this equally applies to.
The former name is kind of misleading - this function is for the remote
server to send analytics to the push bouncer. Under our usual
terminology, a "remote server" is a self-hosted Zulip server. So data is
sent FROM not TO a remote server.
This commit updates the API docs for the optional parameter
'automatic_new_visibility_policy' in the `POST /messages` response.
Changes include:
* Explicitly mention that the new visibility policy is still
sent as `user_topic` event.
* Adds a link as a way to understand the meaning of the enum
values '2' and '3'.

Now that we're enabling the feature in the UI, we should set
these to the planned long-term defaults for these settings.
Also, this commit cleans up the '0476' and '0477' migration
files related to user_topic policies.
'0476' sets 'null=True'
'0477' is noop
'0482' sets the default values and performs backfilling.

Earlier, the 'automatically_follow_topics_policy' and
'automatically_unmute_topics_in_muted_streams_policy' were set
to 'NEVER' for both the test and dev databases.
This commit fixes the incorrect behavior.
Now, we set it to 'NEVER' only for the test-database.
We need the actual default value in our dev database.
We explicitly set it to NEVER for test-database as it skews other
tests by generating extra events and db queries. We have separate
tests with different values to test the intended behavior related
to these settings.
The bug was introduced in 58568a6.
3ac0c3c401 incorrecly removed
specificity declarations needed to prevent that CSS from applying to
the right sidebar, which hasn't been properly prepared for this
change.
This brings modern alignment methods to all vdots instances,
including in views, streams, and topic rows.
This also aligns the vdots in the condensed view row with
all the others in the left sidebar.
In the "Add a new bot" modal, there was '?' next to the bot type field
that was confusingly showing a tooltip describing incoming webhooks,
regardless of the bot type have been selected.
The tooltip is removed from the '?' and it is linked to the help center
article explaining all the different bot types.
Fixes#27047.

to go to the new /help/topic-notifications page.
- Adds links to /help/follow-a-topic and /help/mute-a-topic.
Fixes#27297.
- Adds a "Topic notifications" page, just under "Stream notifications"
in the left sidebar, using Markdown include blocks for reusability
in `follow-a-topic.md` and `mute-a-topic.md`.
- Adds a tip block to clarify that disabling followed topic global
settings will not stop notifications if you already have stream
level settings enabled.
Fixes part of #27297.
Documents the procedure to subscribe / unsubscribe a user via their
profile and general stream settings.
Both methods are separated into tabs in the documentation.

This is according to Vlad's design in figma which differs from the
style we have in `tooltip-hotkey-hint`.
I used font-weight: 500 instead of 400 as it looked nicer and since
Vlad used Source Sans Pro as font-family which we don't have.
This helps us add elements like hotkey hint which can take more
space that available for text. There are no visual changes.
Removed some duplicate properties too.
Pressing `r` to open compose box, or search via hotkey didn't work
for gear menu while it worked for other popovers. So, this is an
attempt to unify that behavior so that if the hotkeys are not
handles the navbar_menus popovers, then can be handled elsewhere.
