This commit adds a 'type' field to the objects
in 'hotspots' array sent in 'hotspots' events.
We have explicitly added this field as we eventually
plan to have two type of onboarding steps, 'hotspots'
and 'one_time_notice'.
This will help clients to easily identify them.
This commit adds a new endpoint 'users/me/onboarding_steps'
deprecating the older 'users/me/hotspots' to mark hotspot as read.
We also renamed the view `mark_hotspot_as_read` to
`mark_onboarding_step_as_read`.
Reason: Our plan is to make this endpoint flexible to support
other types of UI elements not just restricted to hotspots.
We rename "intro_gear" to "intro_personal" because after the menu
was split into help menu, main menu and personal menu, the "Settings"
option now resides inside the personal menu.

This commit refactors the current hotspot subsytem to use a more
robust dataclass `Hotspot` defined in `lib/hotspots.py`. This fixes
mypy errors as well as make code more readable.
This commit introduces non-intro hotspots.
They are a bit different than intro hotspots in the
following ways:
* All the non-intro hotspots are sent at once instead of
sending them one by one like intro hotspots.
* They only activate when a specific event occurs,
unlike intro hotspot where they activate after the
previous hotspot is read.
This uses a more specific type `_StrPromise` to replace `Promise`
providing typing information for lazy translation strings.
In places where the callee evaluates the `_StrPromise` object in all
cases we simply force the evaluation with `str()`. This includes
`JsonableError` that ends up handled by the error handler middleware,
and `internal_send_stream_message` that depends on `check_stream_topic`,
requiring the `topic` to be evaluated anyway. In other siuations, the
callee is expected to be able to handle `StrPromise` explicitly.

Zulip shows two guides on How to reply, first one by
the welcome bot and second one is intro_reply hotspot.
To simply and avoid redundancy, intro_reply hotspot is
removed.

django.utils.translation.ugettext is a deprecated alias of
django.utils.translation.gettext as of Django 3.0, and will be removed
in Django 4.0.

We add a TUTORIAL_ENABLED setting for self-hosters who want to
disable the tutorial entirely on their system. For this, the
default value (True) is placed in default_settings.py, which
can be overwritten by adding an entry in /etc/zulip/settings.py.
Its likely that we would implement new hotspots that aren't
a part of the tutorial hotspots, in the future. For instance,
a hotspot to advertise new features. Hence, grouping them into
categories like INTRO_HOTSPOTS would be a good start. We also
have an aggregate of all types of hotspots we may add in the
future, under ALL_HOTSPOTS.
Since ALL_HOTSPOTS is a global object, it is initialized
at the time the backend server is started. Hence, the
title and description is translated only once. Using
ugettext_lazy makes sure that the strings are translated
in each and every request according to the language
of the user.

Note from tabbott: In a few cases, this converts technical debt in the
form of unsorted imports into different technical debt in the form of
our largest files having very long, ugly import sequences at the
start. I expect this change will increase pressure for us to split
those files, which isn't a bad thing.

Moves SEND_ALL to inside get_next_hotspots, since it is not something other
files should call.
Also changes the delay to 0s, and gates the code behind an
`if settings.DEVELOPMENT`.
This commit adds the backend support for a new style of tutorial which
allows for highlighting of multiple areas of the page with hotspots that
disappear when clicked by the user.
