Fixes#2665.
Regenerated by tabbott with `lint --fix` after a rebase and change in
parameters.
Note from tabbott: In a few cases, this converts technical debt in the
form of unsorted imports into different technical debt in the form of
our largest files having very long, ugly import sequences at the
start. I expect this change will increase pressure for us to split
those files, which isn't a bad thing.

This adds support for syntax like: !time(Jun 7 2017, 6:30 PM) so that
everyone sees the time in their own local timezone. This can be used
when scheduling online meetings, etc.
This adds some hardcoded values for timezones, because of there
being no sureshot way of determining the timezone easily. However,
since the main way of using the feature should be a typeahead for
entering the time, this shouldn't be cause of much concern.
Fixes#5176.
Previous cleanups (mostly the removals of Python __future__ imports)
were done in a way that introduced leading newlines. Delete leading
newlines from all files, except static/assets/zulip-emoji/NOTICE,
which is a verbatim copy of the Apache 2.0 license.

While it's true `datetime` is implicit via `pytz`, it makes sense
that mypy should now complain about the semantics of calling our
return type `pytz.datetime.tzinfo`, when such a type doesn't
actually exist.
This is responsible for:
1.) Handling all the incoming requests at the
messages endpoint which have defer param set. This is similar to
send_message_backend apart from the fact that instead of really
sending a message it schedules one to be sent later on.
2.) Does some preliminary checks such as validating timestamp for
scheduling a message, prevent scheduling a message in past, ensure
correct format of message to be scheduled.
3.) Extracts time of scheduled delivery from message.
4.) Add tests for the newly introduced function.
5.) timezone: Add get_timezone() to obtain tz object from string.
This helps in obtaining a timezone (tz) object from a timezone
specified as a string. This string needs to be a pytz lib defined
timezone string which we use to specify local timezones of the
users.
