Anders Kaseorg 733083c65d ruff: Collapse short multi-line import statements.
isort did this by default, though it’s unclear whether that was
intended; see https://github.com/astral-sh/ruff/issues/4153.

Alex Vandiver 90b1e0b8b9 report: Provide user information for browser-side errors.
b4dd118aa1 changed how the `user_info_str` parsed information out of
the events it received -- but only changed the server errors, not the
browser errors, though both use the same codepath. As a result, all
browser errors since then have been incorrectly marked as being for
anonymous users.

Build and pass in the expected `user` dict into the event.

Anders Kaseorg df001db1a9 black: Reformat with Black 23.
Black 23 enforces some slightly more specific rules about empty line

compatible with Black 22.

(This does not actually upgrade our Python environment to Black 23
yet.)

Zixuan James Li da326aedff report: Correct type annotation allowing unauth access.
`report/error` is a path where we allow anonymous user access. This has
to be correctly denoted in the type annotation of the user argument of

throughout the codebase for type safety.

Anders Kaseorg 365fe0b3d5 python: Sort imports with isort.
Fixes #2665.

Regenerated by tabbott with `lint --fix` after a rebase and change in
parameters.

Note from tabbott: In a few cases, this converts technical debt in the
form of unsorted imports into different technical debt in the form of
our largest files having very long, ugly import sequences at the
start. I expect this change will increase pressure for us to split
those files, which isn't a bad thing.

Pragati Agrawal bd9b74436c org settings: Enable message_retention_days in org settings UI.
Since production testing of `message_retention_days` is finished, we can
enable this feature in the organization settings page. We already had this
setting in frontend but it was bit rotten and not rendered in templates.

Here we replaced our past text-input based setting with a
dropdown-with-text-input setting approach which is more consistent with our
existing UI.

Along with frontend changes, we also incorporated a backend change to
handle making retention period forever. This change introduces a new
convertor `to_positive_or_allowed_int` which only allows positive integers
and an allowed value for settings like `message_retention_days` which can
be a positive integer or has the value `Realm.RETAIN_MESSAGE_FOREVER` when
we change the setting to retain message forever.

This change made `to_not_negative_int_or_none` redundant so removed it as
well.

Anders Kaseorg fead14951c python: Convert assignment type annotations to Python 3.6 style.
This commit was split by tabbott; this piece covers the vast majority
of files in Zulip, but excludes scripts/, tools/, and puppet/ to help
ensure we at least show the right error messages for Xenial systems.

We can likely further refine the remaining pieces with some testing.
