Fixes ##31935.
do_update_user_custom_profile_data_if_change can't be durable as it's
invoked within `sync_ldap_user_data`, which is already in
transaction.atomic.
This change requires a few additional tweaks to untangle other related
transactions. The top level view functions up the codepath now use
durable=True. check_remove_custom_profile_field_value is called inside
do_update_user, so it no longer can be durable and should be switched to
savepoint=False. In turn, its remaining caller - the view
remove_user_custom_profile_data - gets switched to durable=True.
This new property allows organization administrators to specify whether
users can modify the custom profile field value on their own account.
This property is configurable for individual fields.
By default, existing and newly created fields have this property set to
true, that is, they allow users to edit the value of the fields.

This commit updates the db transaction to be durable for
do_update_user_custom_profile_data_if_changed to avoid
addition of any outer atomic block.
While adding any outer atomic block this will raise a runtime error
and we can replace the durable argument with 'savepoint=False'
otherwise we'll have to manually track down the action functions
getting called in that outer atomic block and set the savepoint=False
otherwise it'll lead to creation of savepoints which we don't want.
We can't set savepoint=False before hand to the outermost action
function because it leads to rollback of transaction in tests when
an error is raised in action function.
Earlier, we were using 'send_event' in
check_remove_custom_profile_field_value which can lead to a
situation where we enqueue events but the function fails at a
later stage.
Events should not be sent until we know we're not rolling back.

This commit adds code to make sure that update events for changing
a user's role, email, etc. are not sent to guests who cannot access
the modified user.
This guarantees that the Realm is always non-None when we hit the
codepath is_static_or_current_realm_url via
do_change_stream_description, so that we can properly skip rewritting
some images.

To allow `custom_profile_field` to display in user profile popover,
added new boolean field "display_in_profile_summary" in its model class.
In `custom_profile_fields.py`, functions are edited as per conditions,
like currently we can display max 2 `custom_profile_fields` except
`LONG_TEXT` and `USER` type fields.
Default external account custom profile fields made updatable for only
this new field, as previous they were not updatable.

To explain the rationale of this change, for example, there is
`get_user_activity_summary` which accepts either a `Collection[UserActivity]`,
where `QuerySet[T]` is not strictly `Sequence[T]` because its slicing behavior
is different from the `Protocol`, making `Collection` necessary.
Similarily, we should have `Iterable[T]` instead of `List[T]` so that
`QuerySet[T]` will also be an acceptable subtype, or `Sequence[T]` when we
also expect it to be indexed.
