Somesh Ranjan 0b1f8c05e3 org_settings: Add backend support to change bot role.
This commit attempts to add the backend support by extending the
/json/bots/{bot_id}/ url support to accept the role field as a
parameter. This was previously already possible via
`/json/users/{user_id}`, so this change just simplifies client
implementation.

Tim Abbott fddd83394e create_user: Specify tos_version=None explicitly in automation.
This is an important design detail, so we document this aspect of
creating users via both the management command and API code paths with
an explicit parameter value and comment.

Sahil Batra 630b37f2d8 users: Refactor get_user_by_email.
This commit refactors get_user_by_email function
to use access_user_by_email which is similar to
already existing access_user_by_id and thus using
get_user_data function added recently.

We also remove the unnecessary check for email as
email will always be passed to this endpoint.

Preparatory commit for #10970.

Sahil Batra 5471584fa7 users: Add get_user_data function.
This commit adds get_user_data which is called by
get_members_backend to compute the client_gravatar
value and then return the data of a single user or
all accessible users.

This function will also be used by get_user_by_email
in further commtis.

Lauryn Menard 3be622ffa7 backend: Add request as parameter to json_success.
Adds request as a parameter to json_success as a refactor towards
making `ignored_parameters_unsupported` functionality available
for all API endpoints.

Also, removes any data parameters that are an empty dict or
a dict with the generic success response values.

Aman Agrawal 2a922409aa realm: Add option to enable/disable spectator login.
We restrict access of messages from web public streams if
anonymous login is disabled via `enable_spectator_access`.

Display of `Anonymous login` button is now controlled by
the value of `enable_spectator_access`.

Admins can toggle `enable_spectator_access` via org settings in UI.

Aman Agrawal 3e689ebae9 users: Allow spectators to view user avatars.
If realm is web_public, spectators can now view avatar of other
users.

There is a special exception we had to introduce in rest model to
allow `/avatar` type of urls for `anonymous` access, because they
don't have the /api/v1 prefix.

Fixes #19838.

Sahil Batra 6be20a8c6d users: Allow admins to get subscription status in private stream.
We pass allow_realm_admin as True to access_stream_by_id for
`GET users/{user_id}/subscriptions{stream_id}` endpoint
because we want to allow non-subscribed admins to get
subscription status in private streams.

Fixes #19077.

Mateusz Mandera cacff28578 types: Fix declared type of custom profile field values.
None of the existing custom profile field types have the value as an
integer like declared in many places - nor is it a string like currently
decalred in types.py. The correct type is Union[str, List[int]]. Rather
than tracking this in so many places throughout the codebase, we add a
new ProfileDataElementValue type and insert it where appropriate.

PIG208 dcbb2a78ca python: Migrate most json_error => JsonableError.
JsonableError has two major benefits over json_error:
* It can be raised from anywhere in the codebase, rather than
  being a return value, which is much more convenient for refactoring,
  as one doesn't potentially need to change error handling style when
  extracting a bit of view code to a function.
* It is guaranteed to contain the `code` property, which is helpful
  for API consistency.

Various stragglers are not updated because JsonableError requires
subclassing in order to specify custom data or HTTP status codes.

Tushar912 dfafdda9b3 api: Add REST API endpoint for looking up a user by email address.
Add new rest api endpoint GET users/{email} for looking up a user by
email, which is useful especially for corporate API applications that
might already have a user's email address.

m-e-l-u-h-a-n 0e6343c071 users: Clarify readability issues related to access_user_by_id.
zerver/lib/users.py has a function named access_user_by_id, which is
used in /users views to fetch a user by it's id. Along with fetching
the user this function also does important validations regarding
checking of required permissions for fetching the target user.

In an attempt to solve the above problem this commit introduces
following changes:
1. Make all the parameters except user_profile, target_user_id
   to be keyword only.
2. Use for_admin parameter instead of read_only.
3. Adds a documentary note to the function describing the reason for
   changes along with recommended way to call this function in future.
4. Changes in views and tests to call this function in this changed
   format.

Changes were tested using ./tools/test-backend.

Fixes #17111.

Mateusz Mandera 160cc5120a api: Require can_create_users permission to create users via API.
Allowing any admins to create arbitrary users is not ideal because it
can lead to abuse issues.  We should require something stronger that
requires the server operator's approval and thus we add a new
can_create_users permission.

Kartik Srivastava 63173d5554 api: Return 'user_id' in 'POST /users' response.
This adds 'user_id' to the simple success response for 'POST /users'
api endpoint, to make it convenient for API clients to get details
about users they just created.  Appropriate changes have been made in
the docs and test_users.py.

Fixes #16072.

Steve Howell c44500175d database: Remove short_name from UserProfile.
A few major themes here:

    - We remove short_name from UserProfile
      and add the appropriate migration.

    - We remove short_name from various
      cache-related lists of fields.

    - We allow import tools to continue to
      write short_name to their export files,
      and then we simply ignore the field
      at import time.

    - We change functions like do_create_user,
      create_user_profile, etc.

    - We keep short_name in the /json/bots
      API.  (It actually gets turned into
      an email.)

    - We don't modify our LDAP code much
      here.

Steve Howell c60f4236a9 api: Do not require short_name to create user.
When you post to /json/users, we no longer
require or look at the short_name parameter,
since we don't use it in any meaningful way.

An upcoming commit will eliminate it from the
database.

Steve Howell 80c057d91d REQ: Use check_dict_only in update_user_backend.
Update the REQ check for profile_data in
update_user_backend by tweaking `check_profile_data`
to use `check_dict_only`.

Here is the relevant URL:

It would be nice to unify the validator
for these two views, but they are different:

    update_user_backend
    update_user_custom_profile_data

It's not completely clear to me why update_user_backend
seems to support a superset of the functionality
of `update_user_custom_profile_data`, but it has
this code to allow you to remove custom profile fields:

Hashir Sarwar 5200598a31 events: Don't send avatar URLs of long term idle users.
This adds a new client_capability that clients such as the mobile apps
can use to avoid unreasonable network bandwidth consumed sending
avatar URLs in organizations with 10,000s of users.

Clients don't strictly need this data, as they can always use the
/avatar/{user_id} endpoint to fetch the avatar if desired.

This will be more efficient especially for realms with
10,000+ users because the avatar URLs would increase the
payload size significantly and cost us more bandwidth.

Fixes #15287.

Anders Kaseorg 69c0959f34 python: Fix misuse of Optional types for optional parameters.
There seems to have been a confusion between two different uses of the
word “optional”:

• An optional parameter may be omitted and replaced with a default
  value.
• An Optional type has None as a possible value.

Sometimes an optional parameter has a default value of None, or None
is otherwise a meaningful value to provide, in which case it makes
sense for the optional parameter to have an Optional type.  But in
other cases, optional parameters should not have Optional type.  Fix
them.

Anders Kaseorg 365fe0b3d5 python: Sort imports with isort.
Fixes #2665.

Regenerated by tabbott with `lint --fix` after a rebase and change in
parameters.

Note from tabbott: In a few cases, this converts technical debt in the
form of unsorted imports into different technical debt in the form of
our largest files having very long, ugly import sequences at the
start.  I expect this change will increase pressure for us to split
those files, which isn't a bad thing.
