Prakhar Pratyush fe1a20ebb3 settings: Add realm-level setting 'zulip_update_announcements_stream'.
This commit adds a realm-level setting named
'zulip_update_announcements_stream' that configures the
stream to which zulip updates should be posted.

Fixes part of #28604.

Anders Kaseorg b9e62c7af8 page_params: Split out state data for realm.
For spectators, the chunk of page_params that originates from
do_events_register isn’t assigned until ui_init.js.  That means the
TypeScript type of page_params is mostly a lie during module load
time: reading a parameter too early silently results in undefined
rather than the declared type, with unpredictable results later on.

We want to make such an early read into an immediate runtime error,
for both users and spectators consistently, and pave the way for
runtime validation of the page_params type.  As a second step, split
out the subset of fields that pertain to the entire realm.

node tests: Use noop helper function pattern in test files.
Some files already were using `noop` in place of `() => {}`.
It's both clearer what it means and is easier to type.
This updates all test files to fully use `noop`, and
adds a shared import from the test lib file.

Palash Baderia 45569539c5 stream_events: refactor the peer add/remove code path.
This commit is a prep commit for implementing the live update of
user profile streams list. Since the code for both adding and
removing peers is the same after adding or removing the peer data,
it is better to extract that code to reduce duplication in a new
function called 'process_subscriber_update'.

ts: Migrate people.js to TypeScript.
We use `get_by_user_id` instead of directly accessing the global dict, because
when accessing person objects directly from one of the global dicts we
need callers to check for undefined values, this can be fixed by using
`get_by_user_id` method to get person objects because that functions
makes sure to assert that we indeed have a valid user id, so it will
never return undefined values.

Alex Vandiver 64b277d845 blueslip: Reduce cardinality of blueslip.error() calls.
Particularly when grouping in Sentry, pushing the ids and such into
the additional data section helps group like errors together better.

evykassirer 0c706aeafc compose: Extract a compose_recipient module.
This helps reduce the amount of import cycles we have in the compose
code path following the migration to a fancier stream input.

`compose_closed_ui.initialize()` was moved further down in the
initialization order because it relies on the dropdown widget
to be defined.

evykassirer 584d3c66a3 dropdown: Add ability to update items in dropdown widget.
This is needed for the compose stream dropdown widget,
which is also updated here. Now when a user is subscribed
or unsubscribed from a stream, or a stream is renamed, or
or a stream is deleted, the dropdown widget updates
accordingly. This fixes a regression of this functionality
that happened during the switch to the dropdown.

Anders Kaseorg cea1119423 node_tests: Move to web/tests.
This lets us simplify the long-ish ‘../../static/js’ paths, and will
remove the need for the ‘zrequire’ wrapper.
