Sumanth V Rao 3e80cbdeb8 docs/update-message: Add missing editing permission condition.
The comments within update_message_backend function of views/message_edit.py
indicates 4 types of permissions which all edit a message. The 4th of these
indicates that a message is editable if the realm allows topic edits. This
was previously missing from the docs and is now added.

Tim Abbott bfc30e4214 api docs: Improve headings and organization for endpoints.
Mostly, this is a change in ordering to make more sense, but we also
fix several names that were clearly confusing.

We restore the convention that each endpoint has the same title at the
top of the page as what we have in the sidebar menu, which appears to
have been violated in many recent updates to API documentation.

orientor 817ee5c6b2 openapi_docs: Replace `argument` with `parameter`.
The term `parameter` is a better word than `argument` for data passed
to an API endpoint; this is why OpenAPI uses in their terminology.
Replace `argument` with `parameter` in the API docs to improve their
readability.

Fixes #15435.

orientor 4d8c988ef2 openapi: Use description markdown for rendering endpoint descriptions.
Firstly, change endpoint descriptions in zulip.yaml so that they
match their counterpart in the api docs. Then edit the api docs
so that they use api description markdown extension for displaying
endpoint description.

Tim Abbott 843345dfee message_edit: Add backend for moving a topic to another stream.
This commit reuses the existing infrastructure for moving a topic
within a stream to add support for moving topics from one stream to
another.

Split from the original full-feature commit so that we can merge just
the backend, which is finished, at this time.

This is a large part of #6427.

The feature is incomplete, in that we don't have real-time update of
the frontend to handle the event, documentation, etc., but this commit
is a good mergable checkpoint that we can do further work on top of.
We also still ideally would have a test_events test for the backend,
but I'm willing to leave that for follow-up work.

This appears to have switched to tabbott as the author during commit
squashing sometime ago, but this commit is certainly:

Hemanth V. Alluri ffd2bccd4e openapi: Standardize URL format to use {var_name} syntax.
The previous code for the validator test was fairly messy due to
checking for both formats of the openapi url, one with
<variable_name> and the other with {variable_name}. To eliminate
this, we have standardized the format and restricted it to
{variable_name} as per the official format at:
https://swagger.io/docs/specification/describing-parameters.

Eeshan Garg cecea75457 api_docs: Detect missing arguments in curl examples.

Eeshan Garg 9c589ac7d9 api docs: Stop mentioning "dev servers" in JS code examples.
Since the Zulip API runs on both developement and production
servers, it is misleading to mention "dev servers" when discussing
zuliprc files.

Also, note that it is better to manually edit all of our JS
examples than to implement macro-like functionality that we use
for our Python examples. For our current purposes, it would be
too much work to build a full-blown testing framework for our
JS code examples just so that we can fix a minor wording issue.

Fixes #10672.

Eeshan Garg 124c672a7c api docs: Test sample fixture for message edit permission error.
In templates/zerver/api/update-message.md, we have a sample fixture
for when a zulip.Client does not have the permission to update/edit
a particular message. This commit adds a test for that fixture.
Also, tools/test-api now also uses a non-admin client for this test,
which might come in handy in the future.

Eeshan Garg 6206647641 bugdown/api_code_examples: Add support for multiple languages.
This commit modifies the Markdown extension in bugdown/api_code_examples.py
to support rendering code examples in multiple languages by specifying
the language like so:

{generate_code_example(python)|doc.md|example}

This makes us one step closer towards adding support for testable
JavaScript code examples.

Eeshan Garg 929724e5e7 api docs: Add page for common error payloads.
We now have a separate page for common error payloads, for example,
the payload for when the client's API key is invalid. All error
payloads that are presented on this page will be tested similarly
to our other non-error sample fixtures.

Eeshan Garg 3189388258 api docs: Show Python and JavaScript examples first.
It makes sense to make our Python and JS API examples more visible
than our curl examples, since Python is what most people will tend
to use.

Also, from a design perspective, an API documentation page that
starts off with a shiny Python example with syntax highlighting
looked much better than having a bland curl example be the first
thing readers see.
