Hide the popover explicitly inside the event handler of the element.
Also, stop propagating events outside the popover. We add
`navigate_and_close_popover` class to links inside popovers
which don't have any click handler and do the same for them.
Previously, when the user clicked the `Add streams` icon in the
streams list sidebar, we provided a popover offering to create or
subscribe. This was confusing for users who did not have permission
to create streams.
Redirect users that don't have stream creation permissions
directly to browse streams without going through this popover.
Fixes: #20676.
We add a popover on click which allows user to create or browse
streams too.
Reason for doing so:
At present, it is hard to discover how to join streams
and create new streams. In particular:
Users have a hard time finding the gear in the STREAMS
header in the left sidebar and realizing that it's relevant for them.
Even once a user is in the STREAMS menu, the Create
stream button is hard to spot.
