Hari Prashant Bhimaraju 5346de9164 circleci: Rewrite integration to support the new webhook format. 
CircleCI has updated its webhook format[1] for CircleCI Cloud,
Server version 3.x and 4.x. This commit rewrites the CircleCI
integration to parse the new webhook structure. The tests have also
been rewritten for the new format.

With this commit, we support webhooks from projects that use GitHub,
BitBucket and GitLab as VCS providers. The CircleCI integration doc
has been updated to mention the same. The doc has also been updated
with the latest instructions for configuring a webhook on the CircleCI
interface, and the new output screenshots.

Riken Shah 4f54e15993 refactor: Convert `clean-unused-caches` to`clean_unused_caches.py`. 
We convert the `clean-unused-caches` script to a
python file so we can run it in provision by importing it
instead of running the script, hence saving some time.

Hemanth V. Alluri 545f40b2c2 webhooks/circleci: Add support for super minimal payloads. 
After merging PR #15355 we found that CircleCI may send
super minimal payloads. This does not seem to depend on
.circleci/config.yml since we received two different
types of payloads off of the same configuration.

Hemanth V. Alluri 5bbfaa225b webhooks/circleci: Overhaul the CircleCI integration. 
This change should add a lot more information to
our CircleCI integration's output.

Eeshan Garg 597db11a98 webhooks: Rename webhook fixtures to only include event type. 
All webhook fixtures have now been renamed from
<webhook_name>/fixtures/<webhook_name>_<event_type>.json to
<webhook_name>/fixtures/<event_type>.json.

Eeshan Garg aa12002be7 webhooks: Move all fixtures to zerver/webhooks/<webhook_name>/fixtures. 
All webhook fixtures in zerver/fixtures/<webhook_name> have now
been moved to dedicated webhook-specific directories under
zerver/webhooks/<webhook_name>/fixtures, where <webhook_name> is
the name of the webhook.
