Aditya Kumar Kasaudhan d1ff871523 webhooks: Support filtering GitHub activity from private repositories.
Currently, the GitHub webhook sends activity from both public and private
repositories, which could lead to unintended disclosure of sensitive
information from private repositories.

This commit introduces a ignore_private_repositories parameter to the
webhook URL. When set to true, the webhook ignore processing activity from
private repositories, ensuring that such activities are not posted to
Zulip streams. By default, if the parameter is omitted or set to false,
activities from both public and private repositories are processed
normally. This provides users with the flexibility to control the
visibility of private repository activities without altering the default
behavior.

More importantly, this introduces a cleaner mechanism for individual
incoming webhooks to declare support for settings not common to all
webhook integrations.

lumpleme b5c63cfb85 integrations: Prevent duplicate GitHub pull request review messages.
GitHub sends two almost identical payloads when a pull
request is reviewed, which results in two duplicative
notification messages.

The payloads have different "action" value, with one
having the "submitted" action, whereas the other is
"edited" and has an empty "changes" dict.

We now ignore the payload with the "edited" action type
and an empty "changes" dict.

Fixes #26145.

Lauryn Menard f6e17fa972 integrations: Reformat Github issue assigned message body.
Instead of adding the assignee to the end of the message body,
we update the message body where the verb is so that the link
formatting at the end of the message is not broken, for example:
"user_a assigned user_b to [issue #XXX title text is here](link)."

Also updates the issue title in the test fixture so that it tests
that only the first instance of "assigned" or "unassigned" in the
issue title is updated for the assignee text.

Also adds punctuation to the issue title in the test fixture to
test the expected behavior for titles that end in a value from
`string.punctuation`.

Satyam Bansal 7ebf572b8e integrations: Add pull request comment fixture to GitHub Integration.
Updated the repo name and pull request number/title for the new
pull request commit fixture to be the same as the one used for the
other pull request test fixtures (e.g. pull_request__opened) so
that the TOPIC_PR can be used in the subsequent updates.

cozyrohan 16d1ab3d5f webhooks/github: Fix repeating description for edits and updates.
This change updates the GitHub Integration webhook
get_opened_or_update_pull_request_body method so that
the description is only printed if it actually changes.
If the update event is a result of some other
attribute update, such as an asignee change, then the
description is not included in the message sent to
the zulip stream.

Steve Howell 5dea85a186 github tests: Extract test_ignored_pull_request_actions.
We consolidate the tests and remove the fixtures, which
just have a lot of noisy fields that we ignore.  Also,
pull_request__request_review_removed was named improperly.

Eeshan Garg 6afd02bef5 webhooks/github: Restrict membership event scope to teams.
According to GitHub's webhook docs, the scope of a membership
event can only be limited to 'teams', which holds true when a
new member is added to a team. However, we just found a payload
in our logs that indicates that when a user is removed from a
team, the scope of the membership is erroneously set to
'organization', not 'team'. This is most likely a bug on
GitHub's end because such behaviour is a direct violation of
their webhook API event specifications. We account for this
by restricting membership events to teams explicitly, at least
till GitHub's docs suggest otherwise.

We only support notifications for events where a check run has
completed. Notifications for when a check run has been queued or
is in progress are not very informative and may be too noisy.

Eeshan Garg 4c0890e8b0 webhooks/github: Handle empty 'requested_reviewers' key.
We recently received a bug report that implied that for certain
payloads, the `requested_reviewers` key was empty whereas a
singular `requested_reviewer` key containing one reviewer's
information was present in its stead. Naturally, this raised
some not so pretty IndexError exceptions.

After some investigation and generating a few similar payloads,
I discovered that in every case both the `requested_reviewers`
and the `requested_reviewer` keys were correctly populated, so I
had to manually edit the payload to reproduce the error on my end.

My guess is that this anomaly goes back to when GitHub's reviewer
request feature was new and didn't support requesting multiple
reviewers, and that the singular `requested_reviewer` key could
possibly just be there for backwards compatibility or might just
be mere oversight. Either way, the solution here is to look for the
plural `requested_reviewers` key, and if that is empty, fall back
to the singular `requested_reviewer` key.

Eeshan Garg 6e2e2b9125 webhooks/github: Test commit status payloads with target_url.
It was a painful amount of work to generate the actual payload.
Since the only difference was a small build URL, I manually
edited the payload and used that for testing.

This commit gets our GitHub webhook up to 100% test coverage.

Eeshan Garg 4f34ee2e6b webhooks/github: Test and improve messages for issue comment deletion.
This is a part of our efforts to get this webhook's coverage
up to 100%.

Note that apart from just testing an uncovered line of code, this
commit also fixes a minor bug in the code for messages about issue
comment deletion and editing.

Eeshan Garg aa12002be7 webhooks: Move all fixtures to zerver/webhooks/<webhook_name>/fixtures.
All webhook fixtures in zerver/fixtures/<webhook_name> have now
been moved to dedicated webhook-specific directories under
zerver/webhooks/<webhook_name>/fixtures, where <webhook_name> is
the name of the webhook.
