This makes sure that CSRF token is available while initializing

after document becomes ready.
This is part of #9416.
This is an issue where in jQuery v3 the result of outerHeight on a node
that doesn’t exist is now “undefined” rather than “null”, which means
it will no longer cast to a Number but rather NaN. For this, we create
the safeOuterHeight and safeOuterWidth functions to safely return a
result (or 0).
This is a better solution than manually going to each instance and
ORing it with 0 for type safety.

In this we fix the positioning of the loading spinner on the home page
when its loaded for the first time. First time here does not mean first
time use but means first time of a new session.
iOS doesn’t seem to play nice with the web socket library we are using
them, so disable use of websockets for sending messages until we can
fix that.
Fixes#2306.
We only use zxcvbn in the main webapp for checking the user's password
in the change password form. Since zxcvbn is a very large javascript
library (~700KB), loading it asynchronously only when a user is trying
to change their password results in a significant performance
improvement for loading the Zulip webapp on a slow network.
