This will allow us to avoid duplication of array filtering
logic of the form-
`Array.filter((user_id) => !muting.is_user_muted(user_id))` and
`Array.filter((person) => !muting.is_user_muted(person.user_id))`
Earlier, a user can only mute a topic from its recipient bar but can't
unmute it from there (and in fact we displayed an option to mute even
if the topic was already muted!). This commit fixes that bug and
allows a user also to unmute the topic from its recipient bar.
There are two core issues here;
* We did not have code, an icon, etc. for the "already muted" case in
the recipient bar logic at all.
* We did not rerender messages in !excludes_muted_topics views when
muting state changed.
See: 660475bd0c for background on when
we started only rerendering the streams with excludes_muted_topics
after muting changes. Rerendering of newly muted topics are important
for live rendering if a user is narrowed to that topic itself, which
are essentially all excludes_muted_topics narrows anyway.
Hence, now, we rerender by calling the `rerender` function for muted
topics (which is done just before we update the items for muting via
the function: `update_items_for_topic_muting`).
Tweaked by tabbott to add comments explaining the reasoning and
long-term plans.
Fixes#15223.
Muted users are stored in a map with key as user ID and
the value as the timestamp of muting.
Names can be easily fetched from existing functions
in `people.js` and hence not stored.
If we don't pass `date_muted`, we shouldn't calculate
date_muted * 1000. This code used to work because of
how javascript treats `undefined`.
This commit deals with the `date_muted=undefined` case
in a cleaner manner.
ES and TypeScript modules are strict by default and don’t need this
directive. ESLint will remind us to add it to new CommonJS files and
remove it from ES and TypeScript modules.

The set_up_muted_topics_ui and templates have been
refactored to use list_render.
This is done to support filtering and sorting of
the muted stream topics.
This also includes the addition of a new Date muted header.
We have ~5 years of proof that we'll probably never
extend Dict with more options.
Breaking the classes into makes both a little faster
(no options to check), and we remove some options
in FoldDict that are never used (from/from_array).
A possible next step is to fine-tune the Dict to use
Map internally.
Note that the TypeScript types for FoldDict are now
more specific (requiring string keys). Of course,
this isn't really enforced until we convert other
modules to TS.
This commit was originally automatically generated using `tools/lint
--only=eslint --fix`. It was then modified by tabbott to contain only
changes to a set of files that are unlikely to result in significant
merge conflicts with any open pull request, excluding about 20 files.
His plan is to merge the remaining changes with more precise care,
potentially involving merging parts of conflicting pull requests
before running the `eslint --fix` operation.

With webpack, variables declared in each file are already file-local
(Global variables need to be explicitly exported), so these IIFEs are
no longer needed.

The first bug fixed here has been around for a long
time--we were redundantly updating unread counts
indirectly via muting_ui.initialize(). The
unread counts also get updated in
unread_ui.initialize(), when we have more valid
state. (And it's worth noting here that the unread
counts get updated yet again once message fetches
complete.)
The second bug was a very recent regression from
my recent stream name -> stream id cleanup in the
muting system. We now depend on stream_data to
initialize muting data, so we need to initialize
muting.js slightly later in the process.
These fixes are intertwined, because they were both
somewhat caused by the anti-pattern of having
muting_ui.js initialize unread_ui.js and muting.js,
instead of doing more direct, fine-grained initialization
from ui_init.js.
Essentially we replace this code:

which is mostly used for Settings/Muted topics.
This fixes the most core data structures inside of
muting.js. We still use stream names for incoming
data to set_muted_topics and outgoing data from
get_muted_topics.
This will make us more resilient to stream name changes.
Before, if you were logged on when a stream rename
occured, topics that were muted under that stream would
appear to be unmuted. (You could fix it with a reload,
but it can be jarring to have a bunch of unread messages
appear in your feed suddenly.)

This commit prepares the frontend code to be consumed by webpack.
It is a hack: In theory, modules should be declaring and importing the
modules they depend on and the globals they expose directly.
However, that requires significant per-module work, which we don't
really want to block moving our toolchain to webpack on.
So we expose the modules by setting window.varName = varName; as
needed in the js files.
This reverts commit c7f710b8d4.
Because the back end still stores muted topics fundamentally using
stream name as a key, trying to cut over the client to use stream
id was just making things more brittle. Mutes would work after
renaming the stream, which was progress in the change that we
revert here, but only until page load. The other problem, which
is more severe, is that the order of page loading functions would
cause no mutes to happen at page load time. This could be fixed
to some degree, but we should do a deeper fix on the back end.
Previously, set_muted_topics was calling update_unread_counts once for each
topic in the input; this results in poor performance when there is a large
number of muted topics.

This change will allow us to test the muting feature on
staging. Any topic named "muted" will automatically be
muted. You can also mute any other topic on the console:
muting.mute_topic('devel', 'ios');
current_msg_list.rerender();
More UI around this experiment will be coming soon, as well
as support for muting entire streams.
The muting module keeps track of which topics are muted, but a
user can expand muted messages, and once that happens, the
messages are marked with the "force_expand" flag that gets
persisted to the back end.
Muted messages are rendered in similar fashion to the summarized
rows, and as part of unifying some of that code, we have
made it so that expanding a summarized section doesn't remove
individual flags related to summaries; instead, the messages
get the force_expand flag set.
