When an administrators create channels that they are themselves not initial subscribers, a channel creation confirmation banner is displayed in the settings panel. Sahil Batra	e965ed2eb8	stream_settings: Show banner on successful stream creation. This commit adds banner which is shown on successful stream creation which contains a link to stream narrow.
