This adds a CSS stylelint rule that will catch erroneous quotation
marks around named grid-areas, which should be <custom-ident> values,
not strings.
So, for example, `grid-area: "my_area";` is an error. It should be
`grid-area: my_area;`.
Following the issue #23380 and PR #25038, this commit changes all
occurences of `uri` into `url` in all comments, local variables,
handlebars templates (.hbs) function names and their callers in
all `.js` and `.ts` files.
postcss-preset-env transpiles this back as necessary. (It does a
better job than we did, in fact: we had several four-argument hsl()
calls that should have been hsla().)

These modern landing pages cover use cases previously not detailed on
our website. Technically, we had a /for/research page before, but it
wasn't finished or linked everywhere.
Removed "function-url-quotes" stylelint rule
since I need to use quotes in url to use an
svg as list bullet point. There are spacing issues
using it as an image. Also, using quotes in url
is actually the recommended way to do it otherwise
there could be issue with escaping.
Commit abbd8a7f45 (#13112) should have
removed the nonexistent user-drag property rather than the
Webkit-specific -webkit-user-drag property.
