David Rosa 02eec29433 docs: Rename setup-vagrant.md -> setup-recommended.md.
Renames the filename so that it accurately reflects its contents
given the changes to the "Recommended setup" page in the previous
commit, and updates all links accordingly.

David Rosa cdc9a64c21 docs: Fix development environment setup on Windows.
Windows users end up having to follow an odd chain of links because
the recommended installation instructions live on a different
page than the rest of the instructions about the environment setup.

All the tutorials about recommended install prerequisites for each
platform should be on the same page.

This moves the section about using WSL 2 from the advanced setup page
to the recommended environment setup tutorial page.

Renames sidebar and section titles to more accurately reflect the
information in the Recommended setup vs. the Advanced setup page.
Updates relevant text and links accordingly.

Fixes: #13696.

Anders Kaseorg a543dcc8e3 Remove Debian 10 support.
As a consequence:

• Bump minimum supported Python version to 3.8.
• Move Vagrant environment to Ubuntu 20.04, which has Python 3.8.
• Move CI frontend tests to Ubuntu 20.04.
• Move production build test to Ubuntu 20.04.
• Move 3.4 upgrade test to Ubuntu 20.04.

Anders Kaseorg 646e466341 install: Desupport Ubuntu 22.04 for now.
Ubuntu 22.04 pushed a post-feature-freeze update to Python 3.10,
breaking virtual environments in a Debian patch
(https://bugs.launchpad.net/ubuntu/+source/python3.10/+bug/1962791).
Also, our antique version of Tornado doesn’t work in 3.10, and we’ll
need to do some work to upgrade that.

Anders Kaseorg 75525f5b53 docs: Convert .html#fragment links to .md#fragment.
This uses the myst_heading_anchors option to automatically generate
header anchors and make Sphinx aware of them.  See
https://myst-parser.readthedocs.io/en/latest/syntax/optional.html#auto-generated-header-anchors.

Note: to be compatible with GitHub, MyST-Parser uses a slightly
different convention for .md fragment links than .html fragment links
when punctuation is involved.  This does not affect the generated
fragment links in the HTML output.

Fixes #13264.

Anders Kaseorg c19d6fb3ef docs: Clean redundant relative links.
We previously had a convention of redundantly including the directory
in relative links to reduce mistakes when moving content from one file
to another.  However, these days we have a broken link checker in
test-documentation, and after #21237, MyST-Parser will check relative
links (including fragments) when you run build-docs.

Anders Kaseorg 517ddbc9e6 setup-advanced: Remove misleading python3 symlink suggestion.
One should never have to manually symlink things in /usr/bin,
especially with -f.  That should be managed by the system package
manager.  Indeed, on CentOS 7 and 8, one can simply install the
python3 package and get a working /usr/bin/python3.

YashRE42 87dd2a15c2 docs: Re-add accidentally deleted link definitions in advanced setup.
In commit f6c78a35a4 we accidentally
deleted these link definitions, probably thinking that the end of the
markdown file would be the same as the end of the rendered doc. This
broke the links `[cloning your fork of the Zulip
repository][zulip-rtd-git-cloning]` and `[connecting the Zulip
upstream repository][zulip-rtd-git-connect]`.

This commit fixes things by adding back the definitions.

AEsping 6963876e22 docs: Update instructions for Windows 10 installation.
This commit includes the following changes.
- Adds the definition of the WSL acronym.
- Adds information for changing BIOS settings
in order to enable machine virtulization.
- Fixes a broken link to Microsoft WSL installation instructions.
- Adds a reminder to create a new SSH key before connecting to
GitHub.
- Removes the step to install Ubuntu.  This step is now
included in the standard installation.
- Reminds the user to launch Ubuntu as and administrator.
- Switches the text editor in the example to nano from vim.
Nano is included with the wsl installation, and is easier for
most people to use than vim.
- Adds a separate step to fork the Zulip/Zulip repository.
- Adds the bash command to open VS Code and
reminds the user to install the relevant extensions.

With various formatting tweaks by tabbott.

YashRE42 f6c78a35a4 docs: Remove AWS Cloud9 setup instructions.
Due to the fact that it's not possible to run the development
environment on a t2.micro (1 GiB RAM + 1 vCPU), which is what is
available from the free tier, the fact that signing up require a
credit/debit card and can take up to 24 hours, and that it is quite
easy to unintentionally exceed the free tier resources when expanding
or upgrading, it is no longer feasible to develop on cloud9. As such,
we should not recommend it in out setup docs.

YashRE42 94167c6db9 docs: Update wsl install guide link.
The previous link "/wsl/wsl2-install" leads to a 404 page which
recommends "/wsl/install". This commit updates the link to
"/wsl/install".

The previous link has been giving a redirect since at least May 23,
2020.

Thumbor and tc-aws have been dragging their feet on Python 3 support
for years, and even the alphas and unofficial forks we’ve been running
don’t seem to be maintained anymore.  Depending on these projects is
no longer viable for us.

Tim Abbott bc6570eb67 docs: Update recommendations of Windows installation methods.
This change attempts to highlight WSL 2 as the default installation
method for Windows; that is currently much more reliable than Vagrant.

Further work is probably needed to complete this transition.

Tim Abbott 901ee36706 docs: Delete manual development installation documentation.
This documentation does not work and has not been used for years.

At this point, `provision` is sufficiently flexible in terms of
supporting different platforms that any future work will be to extend
it, rather than maintaining awkward manual installation documentation.

IgnisDa 15b5edf502 docs: Add instructions for vagrant hyper-v provider.
This commits adds instructions to bring up the
vagrant development server using the Hyper-V provider.
Additionally, this commits also removes the indication
that this guide for `non vagrant use` from the top of
the document. Also fixes a little grammatical error
under the `Newer versions of supported distributions`
heading.

Fixes #16994.

Aman Agrawal 9eb82f31c9 wsl_dev_setup: Warn user about cloning inside windows mounted disk.
We add navigating to user home inside WSL virtual disk as another
step as many users clone Zulip inside a mounted windows disk and
run into permission issues when running provision.

Tim Abbott c192461c1b docs: Fix setup-advanced git clone instructions.
This should help ensure everyone uses the SSH key approach for Git
authentication; the HTTPS one is basically unusable as one has to
provide one's GitHub password after every command.

Steve Howell 54151bb548 db tools: Rename do-destroy-*database.
The new tools now have more concise, more parallel names:

    - rebuild-dev-database
    - rebuild-test-database

The actual implementations are still pretty different:

rebuild-dev-database:
    mostly delegates to 5 management scripts

rebuild-test-database:
    is a very thin wrapper for generate-fixtures

We'll try to clean that up a bit soon.

Steve Howell 7eb6d32d59 provision: Let build_emoji build its own cache.
We no longer need to maintain duplicate code
related to where we set up the emoji
cache directory.

And we no longer need two extra steps for
people doing advanced (i.e. manual) setup.

There was no clear benefit to having provision
build the cache directory for `build_emoji`,
when it was easy to make `build_emoji` more
self-sufficient.  The `build_emoji` tool
was already importing the library that has
`run_as_root`, and it was already responsible
for 99% of the create-directory kind of tasks.

(We always call `build_emoji` unconditionally from
`provision`, so there's no rationale in terms
of avoiding startup time or something.)

ASIDE:

Its not completely clear to me why we need
to put this directory in "/srv", instead of
somewhere more local (like we already do for
Travis), but maybe it's just to be like
its siblings in "/srv":

    node_modules
    yarn.lock
    zulip-emoji-cache
    zulip-npm-cache
    zulip-py3-venv
    zulip-thumbor-venv
    zulip-venv-cache
    zulip-yarn

I guess the caches that we keep in var are
dev-only, although I think some of what's under
`zulip-emoji-cache` is also dev-only in nature?

    ./var/webpack-cache
    ./var/mypy-cache

In `docs/subsystems/emoji.md` we say this:

The `build_emoji` tool generates the set of files under
`static/generated/emoji` (or really, it generates the
`/srv/zulip-emoji-cache/<sha1>/emoji` tree, and
`static/generated/emoji` is a symlink to that tree;we do this in
order to cache old versions to make provisioning and production
deployments super fast in the common case that we haven't changed the
emoji tooling). [...]
```

I don't really understand that rationale for the development
case, since `static/generated` is as much ignored by `git` as
'/srv' is, without the complications of needing `sudo` to create it.

And in production, I'm not sure how much time we're really saving,
as it takes me about 1.4s to fully rebuild the cache in dev, not to
mention we're taking on upgrade risk by sharing files between versions.
