Updates translated strings in web/ that do not need updates to any
tests. The majority of these strings are also unique to the file/
template that they are in. A few have overlap with one other file.
Some changes here update placeholders/variables in these strings to
no longer use stream so that all the translation updates for this
rename happen at the same time.
The exception to this are cases of "<z-stream>" placeholders in
these translated strings.

This commit modifies the behavior of the message view header
when a stream's description is empty. Previously, it displayed
"(no description)". With this change, if the user is an admin
or owner (i.e., has permission to update the description), it
will now display a "Add description" link to the settings. If
the user does not have these permissions, it will display nothing.

In this commit, we update the formatting of the tooltip over the stream
name to match other two line tooltips in the app. We also remove the
stream privacy icon from the tooltip, as it is already displayed in
the message view header.
At present, it's not obvious that clicking on the stream name in the
top navbar will take the user to stream settings. To make it more
apparent, we add a tooltip to the stream name, explicitly indicating its
functionality.
We also add a second line to the tooltip thar displays the number of
subscribers to the stream and remove the tooltip from the number of
subscribers indicator on the top navbar. These changes are in preparation
for removing the number of subscribers indicator from the top navbar.

This bad rendering was the result of unwanted css applied
in the stream description. In message view header, the stream
link (title) we have defined has css defined but the markdown
rendered stream link in stream description had the same class
resulting in unwanted css applied to it.

Added tippy tooltips for search_open, search_close icon and
search_query input field with hotkey hint `/' by adding a class
`.tippy-zulip-delayed-tooltip` which adds tooltip with
LONG_HOVER_DELAY and default placement top with fallback placement
equal to bottom.
Added tippy tooltip with text `Close` on `.search_close_button`.

This adds a new search icon which we prefer over the one made
available from bootstrap, and replaces search icons in navbar
search with the Ionic icon.
Ever since we started bundling the app with webpack, there’s been less
and less overlap between our ‘static’ directory (files belonging to
the frontend app) and Django’s interpretation of the ‘static’
directory (files served directly to the web).
Split the app out to its own ‘web’ directory outside of ‘static’, and
remove all the custom collectstatic --ignore rules. This makes it
much clearer what’s actually being served to the web, and what’s being
bundled by webpack. It also shrinks the release tarball by 3%.
