This commit replaces occurrences of realm_uri with realm_url in email templates
and other related backend files.

This is a continuation of #24260 where we have redrafted the "contact us"
line in various emails, but the plain-text versions of those emails remains
untouched. We want to also update those versions and ensure that they match
with our emails.
Fixes: #25198.
This adds a web flow and management command for reactivating a Zulip
organization, with confirmation from one of the organization
administrators.
Further work is needed to make the emails nicer (ideally, we'd send
one email with all the admins on the `To` line, but the `send_email`
library doesn't support that).
