Anders Kaseorg 365fe0b3d5 python: Sort imports with isort. 
Fixes #2665.

Regenerated by tabbott with `lint --fix` after a rebase and change in
parameters.

Note from tabbott: In a few cases, this converts technical debt in the
form of unsorted imports into different technical debt in the form of
our largest files having very long, ugly import sequences at the
start.  I expect this change will increase pressure for us to split
those files, which isn't a bad thing.

Anders Kaseorg fead14951c python: Convert assignment type annotations to Python 3.6 style. 
This commit was split by tabbott; this piece covers the vast majority
of files in Zulip, but excludes scripts/, tools/, and puppet/ to help
ensure we at least show the right error messages for Xenial systems.

We can likely further refine the remaining pieces with some testing.

Tim Abbott 447f8db8cb get_bot_configs: Adjust API to accept a list of bot user IDs. 
This is preparatory refactoring for removing user_profile objects from
the get_service_dicts_for_bots code path.

novokrest a613f3c0a1 get_owned_bot_dicts: Optimize admin's bot dicts loading from database. 
Implement few optimizations for reading admin's bot dicts from database
for a constants number of requests:
- add models.get_user_profiles_by_ids() for reading bots profiles
  by single query from database
- add models.get_services_for_bots() for reading services for bots
  by single query from database
- add bot_config.get_bot_configs() for reading config data for bots
  by single query from database

Robert Hönig c745d1901c bot_config.py: Add function for loading config file templates. 
load_bot_config_template(bot) parses the <bot>.conf
template file, which can be found in the zulip_bots
package for each bot. It then returns the INI content
of that file as a dict.

derAnfaenger 395f1e9270 embedded bots: Add database config storage. 
Storage limititations are only set on the value of
a config entry, since this is the only user-accessible
part of the schema. Keys are statically set by each
embedded bot.
