PIG208 5359d20a13 webhooks: Add support to event filtering system for webhooks. 
This add support to event filtering system for most webhooks that
require trivial changes to adapt this feature.

Vishnu KS 92316ef4d1 statuspage: Properly detect the update is for component or incident. 
The value of "status_indicator" can be "none" for both the component
and incident updates[1]. Also, it is not at all necessary that the value of
"status_indicator" is always "none" for incident updates[2][3]. So our previous
logic of using the value of "status_indicator" to determine whether
the update is that of a component or incident was incorrect. Instead, we
should use "incident" or "component" keys to determine the type of update.

This commit fixes issues [1] and [2] in sentry.

There are no other types of webhook views; this is more concise.

Anders Kaseorg 365fe0b3d5 python: Sort imports with isort. 
Fixes #2665.

Regenerated by tabbott with `lint --fix` after a rebase and change in
parameters.

Note from tabbott: In a few cases, this converts technical debt in the
form of unsorted imports into different technical debt in the form of
our largest files having very long, ugly import sequences at the
start.  I expect this change will increase pressure for us to split
those files, which isn't a bad thing.

Generated by `pyupgrade --py3-plus --keep-percent-format` on all our
Python code except `zthumbor` and `zulip-ec2-configure-interfaces`,
followed by manual indentation fixes.

Eeshan Garg a4979410f9 webhooks: Migrate most integrations to use check_send_webhook_message. 
This commit migrates all of our webhooks to use
check_send_webhook_message, except the following:

beeminder: Rishi wanted to wait on this one.
teamcity: This one is slightly more work.

yo: This one is PM-only. I am still trying to decide whether we
    should have a force_private argument or something in
    check_send_webhook_message.

facebook: No point in migrating this, will be removed as part of
          #8433.

slack: Slightly more work too with the `channel_to_topics` feature.
       Warrants a longer discussion.
