This reverts commit aebf63c28 "sidebars: Change to more muted
hover/active colors."
In addition to the effects described in its commit message, this
commit gave the unread counts in the left sidebar a much lighter
background, making them harder to see. I'm not quite sure which part
of this change caused that effect how; reverting for now and we
can sort out a new version of the change.
This removes the underlines on the stream names and user names when
hovered over for a cleaner look. This is acceptable due to the fact
that hover is signified already by a light grey background.
The arrows were too close to the scrollbars that it would be
difficult to click them sometimes. This moves over the arrows and
unread counts to combat the issue.
The left and right sidebar are now equidistant from the edges of the
center pane, and the contents within have equal margin from the edges
of their containers (5px).
The group PM unread counts were pushed over toward the edge of the
screen which made them unaligned with the user unread PMs directly
above.

This adds the perfectScrollbar to the right side and theoretically
updates it any time a piece of code interacts with the sidebar and
updates the counts of users displayed in it.
The overflow was set to "hidden". I'm unsure of how this was even
working on desktop, but the #user-presences div certainly would
not scroll on mobile. This enables mobile scrolling.
For bots and users who have not logged in for a long time the presence information is not known. For the these users make the presence indicator hidden.
Before this commit, hovering over the blank area of a stream
would not reflect its "clickability". This behavior is
inconsistent with other clickable lists, such as the user sidebar.
This commit changes the cursor to a pointer when hovering over a
stream and removes annoying pointer-default-pointer changes when
hovering with the mouse over multiple users in the user sidebar.
This changes the right sidebar unread count styling to match the left
sidebar styling — in that they all now should have a 4px border radius
on the edges of the unread count blocks.
Transfer css from right-sidebar.css to components.css to make it reusable.
The 'margin-bottom' property is removed from 'input-append' class as
it does not affect the styling of the element.
A clear-search option to clear the user-list searchbox has been added.
This feature was present in the main searchbar but absent elsewhere.
Fix a part of #3716.
