evykassirer 69685c2864 drafts: Create a section to show drafts from the current conversation. 
Fixes #21716.

By allowing users to view drafts that are addressed to their current narrow,
we hope to help them more easily find and continue previously drafted
messages.

evykassirer 67771f80d0 drafts: Remove 'pro tip' from draft modal. 
This keyboard shortcut advertisement dates from the original version
of the overlay, before we advertised the shortcut in other ways.

Anders Kaseorg f244c2eca4 Revert "drafts: Use simplebar for scrollbar." 
This reverts commit f3964673e7.

It broke drafts_scroll by confusing jQuery object APIs with DOM
element APIs.

Anders Kaseorg a800a86f54 Revert "drafts: Use simplebar." 
This reverts commit 8e06335788 (#21048).

It regressed the ↑ and ↓ keys because drafts.drafts_scroll was not
updated to use ui.get_scroll_element.  Also, styling the native
scrollbar as hidden is not the right workaround because the hidden
native scrollbar still exists and can be scrolled independently of the
SimpleBar.

Tim Abbott 12c6ee7962 drafts: Document that drafts are not shared with other devices. 
We plan to change this in the future, but we should make sure it's
clear to users what the current model is.

Anders Kaseorg 5fed442bb1 templates: Remove context argument from {{#tr}} block helper. 
It only had one nontrivial use, and it’s easily replaced using the
builtin {{#with}} block helper.

Anders Kaseorg 3c3471b720 templates: Rename *.handlebars ↦ *.hbs and - ↦ _. 
Tweaked by tabbott to avoid accidentally disabling the linter for
handlebars templates.
