Anders Kaseorg 365fe0b3d5 python: Sort imports with isort. 
Fixes #2665.

Regenerated by tabbott with `lint --fix` after a rebase and change in
parameters.

Note from tabbott: In a few cases, this converts technical debt in the
form of unsorted imports into different technical debt in the form of
our largest files having very long, ugly import sequences at the
start.  I expect this change will increase pressure for us to split
those files, which isn't a bad thing.

Yago González 298aa0fcbf mobile: Make otp_encrypt_api_key accept API keys. 
Since otp_encrypt_api_key only encrypts API keys, it doesn't require
access to the full UserProfile object to work properly. Now the
parameter it accepts is just the API key.

This is preparatory refactoring for removing the api_key field on
UserProfile.

Tim Abbott 45b2b25026 mobile: Add mobile one-time-pad library. 
We'll need to implement a version of the simple decoding/decryption
logic used by this library in the mobile code as well, but that should
be simple enough.
