test_runner: Fix error message for failed import.

Previously, we suggested running
`python -c import zerver.tests.test_mytest`
when importing test_mytest failed, which doesn't work.

This commit adds the missing quotes, making it
`python -c 'import zerver.tests.test_mytest'`
