Add installation troubleshooting instructions in case of pip failure. 

Add help for pip install failure during provisioning step of
initial vagrant up during developer environment installation.

Fixes: #1333.

1. Networking issues
2. Insufficient RAM. Check whether you've allotted at least two
gigabytes of RAM, which is the minimum Zulip

not, go to your VM settings and increase the RAM, then restart
the VM.
