urls: Move jwt_fetch_api_key endpoint to v1_api_mobile_patterns. 

Moves jwt_fetch_api_key endpoint to v1_api_mobile_patterns so
that tools/test-api detects it as an API endpoint that is pending
documentation.

Fixes #24982.
