dev_settings.py: Set EXTERNAL_HOST when REALMS_HAVE_SUBDOMAINS.

Sets EXTERNAL_HOST to zulipdev.com:9991 when REALMS_HAVE_SUBDOMAINS, since
subdomains don't currently work with localhost anyway.
